This is not an amendment to the Scroll of Horus and as such it will only require a simple majority of 50%+1 vote to pass the Council of Scribes.

Treaty of the OasisI. Preamble
In an effort to formalise the powerful friendship between Osiris and Thalassia the following treaty of friendship and cooperation is hereby agreed to so as to help strengthen the bond our regions have formed.
II. Mutual Recognition
1. The Osiris Fraternal Order and its legal successors shall recognise the Republic of Thalassia as the legitimate ruling government of Thalassia.
2. The Republic of Thalassia and its legal successors shall recognise the Osiris Fraternal Order as the legitimate ruling government of Osiris.
3. Should the government of a signatory dissolve while in exile the other is freed from the commitments of Article II, Sections 1 and 2 as appropriate. Additionally if the successor government refuses to explicitly recognise this treaty, it is automatically dissolved
The signatories agree to recognize any territories occupied, captured, or under the general authority of either signatory as an extension of its sovereignty, and any territorial claims maintained by either party member to this treaty.
III. Diplomatic Relations
1. The signatories agree to maintain diplomatic connections with one another, both in game and on the respective off-site property of each region, and under no circumstance remove either one of these connections, in an effort to ensure positive diplomatic relations.
2. The signatories agree to engage in open and respectful discussion, hear one another out and make every effort to ensure that even from the most taxing situations the relationship between the two signatories shall emerge stronger and more prosperous than before.
3. Representatives from the two signatories shall endeavour to meet on a frequent basis so as to ensure both signatories are kept informed as to occurrences in the other signatory.
IV. Mutual Defence
1. Both signatories agree not to take up arms against one another, nor take any action to undermine or otherwise hinder the operations of the other signatories government.
2. The signatories agree to provide defence to one another and may call on each other in times of crisis, or any circumstance that is a threat to the recognized government of both regions.
3. Such defense is not limited in scope, and the regional governments of both regions may request any form of help that they find necessary in trying circumstances, which can include everything from a statement by either regional government, to a call for military personnel.
4. Request for assistance may only be filed by appropriate representatives of either region in order to ensure better coordination between allies.
V. Military Cooperation
1. Regardless of military alignment, or type of operation being conducted, both members of this treaty agree to respect the sovereign right of each region to conduct R/D however they wish, as long as it does not contravene any provision in this treaty.
2. Both signatories agree to recognize that the militaries of each region are independent entities, protected under the right of sovereignty, and that they may engage each other on opposite sides of the battlefield in typical military gameplay; moreover, such engagements should and will not offend either region, but be greeted with respect and goodwill in the spirit of competition.
3. Neither signatory is required to take part in any operation of the other, with the exception of the mutual defense agreements spelled out in this treaty, but it is highly encouraged that the leadership of both regions try to cooperate in order to build a more powerful fighting force.
VI. Protection against Infiltration and sharing of Intelligence
1. Both signatories pledge to cooperate on matters of intelligence and security.
2. Neither region will engage in espionage against the other under any circumstances; moreover, the members of this treaty must share any intelligence that could put either region at risk, reporting such information to the appropriate government officials in a timely manner, as to ensure the security of both regions.
3. Any information shared between the parties of this treaty will be kept confidential to the greatest capability of both regional governments, and such information will not be presented publicly unless the region that presented the information grants clear permission.
4. Both signatories pledge to punish any of their citizens convicted by the other of acting against the other signatory through espionage, infiltration, subversion, manipulation, or conspiracy. They may choose to hold a trial or other judicial processes for any of these crimes, or punish the individuals outright. In the latter case, both governments must negotiate any punishments to be given to the individuals in question.
5. Both signatories shall condemn any acts of espionage, infiltration, subversion, manipulation, or conspiracy against the other if the target of these acts confirm it.
6. Both signatories pledge to never commit acts of espionage, infiltration, subversion, manipulation, or conspiracy against the other, or aid any faction, government, or party to do so.
VII. Cultural Cooperation
1. The relevant cultural authorities of both signatories shall actively cooperate on matters of culture, which may include festivals, games, roleplays, mafia, newspapers, radio shows, podcasts, graphic design, and others. Both regions agree to participate and coordinate a joint cultural activity at least once a year.
2. Citizens of Osiris and Thalassia are welcome to visit the other’s region and engage in events of cultural significance.
VIII. Ratification, Amendment and Dissolution
1. Upon this treaty being agreed to by the governments of both regions, both signatories agree to activate their mechanisms for the ratification of this treaty in as prompt a manner as possible.
2. Should a signatory wish to amend this treaty, they must agree said amendments with the other signatory. Both signatories shall then activate their mechanisms for approving amendments to a treaty. Should one signatory reject said proposed amendments, they shall not be adopted.
3. If a circumstance does arise that results in either government considering withdrawal from this treaty, both regions will make every attempt to find a solution to the issue, move forward, and build a stronger relationship from the troubling circumstances.
4. To withdraw from the treaty signatories must notify the other signatory 14 days before the region begins their repeal mechanisms.
5. Should the signatories wish to dissolve this treaty by mutual consent, the above requirements for dissolution of this treaty, save the completion of treaty repeal mechanisms, shall be waived.
