This is not an amendment to the Scroll of Horus and as such it will only require a simple majority of 50%+1 vote to pass the Council of Scribes.
Citizens may vote Aye, Nay or Abstain.

Amendment to the Regional Traditions Act
I. Amendment
(1) Article I of the Regional Traditions Act will be amended as follows:
I. Regional Royalty and Nobility
(1) The Pharaoh may establish regional royalty and nobility as reward for regional service and for the purpose of cultural enrichment.
(2) Royalty or nobility granted under Article IV, Section 2 of the Legal Code of the Osiris Fraternal Order, in force under the Scroll of Ma'at, will remain in effect unless rescinded by the Pharaoh.
(2) All subsequent articles of the Regional Traditions Act will be appropriately renumbered.
