[Defeated] Nuclear Weapons Accord

Description: The World Assembly,

Observing the dangers of weapons of mass destruction to civilian populations,

Believing that nuclear weaponry ought not to be used against civilian noncombatants,

Recognizing the right of member nations to keep and employ nuclear weapons for the purposes of national defense,

Hereby:

1. Defines, for the purposes of this resolution:

"nuclear weapon" as a device designed to explode using nuclear energy,

"countervalue strike" as an intentional use of nuclear weapons upon a civilian population,

2. Permits member states to use nuclear weapons to target and destroy:

enemy military assets that are legal military targets under World Assembly law,

foreign civilian populations, only in retaliation for a countervalue strike,

3. Otherwise forbids member states from targeting civilian noncombatants with nuclear weapons,

4. Requires member states to avoid whenever possible the collateral injury of civilian populations when using nuclear weapons,

5. Mandates that member states that unintentionally injure another nation's civilian noncombatants beyond the permissions of Clause 2 offer relief or compensation to that nation or the relevant civilians of that nation,

6. Highly encourages member states to seek out diplomatic alternatives to the use of nuclear weapons,

7. Suggests that member nations chill out instead of bombing their neighbors into oblivion.

Honourable Delegate Cormactopia II,

I strongly urge you to NOT approve the proposal "Nuclear Weapons Accord" and to vote AGAINST the proposal if it makes it to vote.

While the delegation from Wallenburg promises that this proposal "[protects] civilians from nuclear strikes", it does no such thing, as GA#317 Wartime Looting and Pillage already prohibits the intentional targeting of civilians with any weapon, not just nuclear weapons.

The only purpose for the proposal (whose debate can be found here) is to force nations to make reparations for accidental civilian deaths... even if those deaths were the result of a nation's self defense against aggressors, even if other nations involved are non-member nations who both can use nuclear weapons and do not have to make reparations for civilian deaths, and even if those deaths are incurred by the use of non-nuclear weapons.

The wording of the proposal is in such a way that even if an aggressor nation attacks you and you respond with non-nuclear weapons, you must repay the invaders for any accidental civilian deaths that occur. Nations should not be able to profit from starting wars.

This proposal is not needed, and places the blame on nations acting in self defense for civilian casualties.

As things stand, 2-0-0. Will be voting For when this comes to a vote unless the tally changes. It still hasn't achieved quorum, so it's possible with the counter-campaign it won't even make it to vote, but it's still got a couple days and only 38 more approvals to go, so I expect it will get there.
