Repeal "Stopping Invasive Species"
A resolution to repeal previously passed legislation.

Description: WA General Assembly Resolution #259: Stopping Invasive Species (Category: Environmental; Industry Affected: All Businesses) shall be struck out and rendered null and void.

Argument: The World Assembly;

Recognising the great intentions behind the authoring of G.A Resolution #259,

However, concerned that the resolution is both overreaching and overly-restrictive toward member nations and should not continue to stand in this august assembly.

Noting G.A #259's excessively powerful requirement that "member nations shall work actively to prevent the transfer of invasive species across their borders" through "all means necessary" yet denying nations the right to close their borders.

Proposing that such border restrictions prevents a neighbouring nation at risk of being subjected to an infection, of utilizing border closure as a penultimate solution, thereby ensuring the spread of a species in such an instance.

Perplexed by both the requirement to treat ballast water rendering it sterilized and therefore safe, yet restricting the discharge of now safe ballast water placing a second needless burden on those who would comply with said resolution.

Horrified that the outright banning on "the discharge of ballast water in coastal waters" could cost lives should a submarine vessel need to peform an "emergency blow", requiring the discharge of ballast water for which the resolution in question makes no exception.

Believing that G.A Resolution #259's good intent ultimately has legislated for more harm than the good it intended,

Hereby; repeals G.A Resolution #259, Stopping Invasive Species

Citizens may vote For, Against, or Abstain. A vote of Abstain is a vote for the Pharaoh to abstain from voting.

I'm ambivalent on this one. The repeal makes some decent arguments, but the clause about ballast water and the clause after that contain typos and I'm generally averse to voting for proposals that contain easily seen typos. On the other hand, the author did post this to the GA forum in advance of submission, and no one caught the typos there either, so it's not like the author rushed this to submission without anyone else having a chance to vet it.

What say you?

So there's a couple of things here. Primary among them is that the original resolution has been in need of repeal for a while. With that said though, I completely agree that this was slightly sloppily done. It does, though, hit the points it really needs to hit (even if it doesn't hammer them down as hard as I'd have done). The original resolution does indeed have blanket restrictions and commands that simply make no sense as actual international law.

Also I should point out that the original resolution commands me to use "all means necessary" to prevent the spread of invasive species. Which is a problem because Douria has nuclear weapons. And extincting the invasive species in question would be well in line with the resolution's requirements.

Given all that I'm going to go ahead and both vote aye here to the repeal. And officially recommend that course of action as well. Vote away!
