An Address from the Transitional Government of the Osiris Fraternal Order
On Terms of Peace in Osiris

Our fellow residents of Osiris, citizens of the Osiris Fraternal Order, and our friends and allies abroad:

Three days ago, the Transitional Government of the Osiris Fraternal Order offered terms of peace to the faction of Osirans lead by The Almighty Jesus Whale. These terms were communicated directly to The Almighty Jesus Whale. It has come to our attention that while this faction has made clear to their friends and allies that terms unacceptable to them were offered, they have not communicated the specific terms to their friends and allies. We, therefore, have decided to communicate these terms to the world.

Terms of Peace in Osiris

1. The Pharaoh of the Osiris Fraternal Order will hold the in-game Delegacy of Osiris. The head of government, with a title still to be determined, will be democratically elected and will hold executive governmental power.

2. The Pharaoh of the Osiris Fraternal Order will choose his or her own successor.

3. The current Pharaoh of the Osiris Fraternal Order is recognized as Cormac Montresor-Stark (Cormactopia II).

4. The Pharaoh of the Osiris Fraternal Order will have the power to veto constitutional amendments, to prevent this agreement from being amended out of a future constitution. This power will have no possibility of override.

5. All parties on either side of the April 2016 conflict will be granted general amnesty and will be permitted to return to Osiris, either with their main Osiran nation or, if security necessitates, a puppet nation until it is safe for their main nation to return.

Unfortunately, these terms of peace were immediately rejected by The Almighty Jesus Whale, and a counter-proposal was made that would see all members of the Transitional Government tried for treason, prohibition of WA nations in Osiris for members of the Transitional Government, retention of the alternative forum established by The Almighty Jesus Whale's faction, and installation of The Almighty Jesus Whale as Pharaoh of the Osiris Fraternal Order and Delegate of Osiris. In light of the strength of the Transitional Government's position in Osiris, and our reasonable proposal to grant amnesty to all, this counter-proposal is not a serious proposal and we have rejected it in its totality.

Should The Almighty Jesus Whale and his faction be willing to come to the table and negotiate, we remain open and flexible to discussing the specifics of the above core terms -- though we will not negotiate on the core terms themselves. It is, and has always been, our desire to see the Osiran community reunited and working together to move forward. We have never desired conflict, and despite the conflict and uproar that has been brought to the telegrams of Osirans and the Regional Message Board of Osiris by The Almighty Jesus Whale's faction in recent days, we remain committed to doing all we can to swiftly end this conflict on peaceful terms. We are here to do what is best for Osiris.

It must be noted, however, that we offer these terms of peace not from a position of weakness, but from a position of strength. Osiris will not be taken by The Almighty Jesus Whale's faction through an update operation. Attempts at planting sleepers in Osiris have been discovered and the sleepers have been uprooted before accumulating significant regional influence. Vizier Tim Stark now has the regional influence needed to eject and ban Revert, if we are compelled to do so, though we emphasize we do not want to take this step and are committed to doing so only out of necessity. Should we be compelled to take these or other steps, and should we find our position strengthened in so doing, these terms may change. The Almighty Jesus Whale and his faction, and their friends and allies, must understand that there is a limited window to discuss and accept these core terms. We urge them to come to the table.

As a demonstration of how quickly these terms can change, relative to the strength of our position, if The Almighty Jesus Whale and his faction do not come to the table to seriously discuss a path to acceptance of these terms within 48 hours, the Transitional Government of the Osiris Fraternal Order will declare null and void any treaty with any region that has joined The Almighty Jesus Whale and his faction in aggression against the Osiris Fraternal Order. From that point forward, nullification of such treaties will be included as a non-negotiable addendum to our terms of peace. Should The Almighty Jesus Whale and his faction refuse to come to the table within this 48 hour window, the only way allies who have joined this faction in their aggression will be able to avoid this nullification of our treaties will be to withdraw from this conflict and declare neutrality, within that same 48 hour window.

As stated in our initial address, we hope these choices are clear to all, and we urge all to make the right choices.

I know this isn't my place to speak but here is my idea I proposed on the RMB that I think if added onto the current terms I think could help mend the region so here's is what I posted on the RMB (my apologies if it's a little over the place as I wrote it in 10 minutes on mobile)
"Here is my recommendation for future of Osiris we make the Pharaoh a Constitutional Monarch that chooses his successor, the Pharaoh stays as the Head of State and keeps most of his current powers. The position of Grand Vizer becomes a position akin to a Prime Minister and will be elected by the Deshret and then will become the Head of Government. The Deshret will become an elected body like the House of Commons and as stated will elect the Grand Vizer. The Hedjet will come to serve as both a Privy Council to the Pharaoh and continue to advise him and will also serve as a House of Lords if you will and approve bills made by the Deshret. And system bills to law will go, the Deshret creates a bill and reviews it, if approved it goes to the Hedjet who will either send it back down to the Deshret for changes or will approve it, if approved it will go to the Grand Vizer for signing or veto if vetoed it could go back to Hedjet and passed if the Hedjet gives 2/3rds agreement if this occurs or its signed by the Grand Vizer, the bill will then go the Pharaoh for a final signing if vetoed the Grand Vizer may challenge the veto and if the Hedjet and Deshret in total have a 2/3rds agreement against the veto then the bill is passed. This will thusly insure that the Pharaoh powers are not absolute and that democracy is still a key element of the region."

Thank you for these suggestions, Petar. This is a little bit too complicated for a peace agreement, which needs to remain a basic framework for moving forward. But we will need people bringing up ideas like this once we start working on a new constitution, so we hope you will be able to contribute these again then.

An Address from the Osiris Fraternal Order
On the Rejection of Peace by The Almighty Jesus Whale

Last night, the Osiris Fraternal Order was approached by a civilian intermediary who hoped to contribute to peace negotiations. Through this intermediary, the following modified terms of peace were presented by this government to The Almighty Jesus Whale:

Terms of Peace in Osiris

1. The Pharaoh of the Osiris Fraternal Order will hold the in-game Delegacy of Osiris. The head of government, with a title still to be determined, will be democratically elected and will hold executive governmental power.

2. The Pharaoh of the Osiris Fraternal Order will, with the approval of the legislature, choose his or her own successor.

3. The current Pharaoh of the Osiris Fraternal Order is recognized as Cormac Montresor-Stark (Cormactopia II), and will serve for a maximum of six months following ratification of a new constitution for the Osiris Fraternal Order.

4. The Pharaoh of the Osiris Fraternal Order will have the power to veto constitutional amendments related to the in-game regional Delegacy and in-game regional security, to prevent this agreement from being amended out of a future constitution. This power will have no possibility of override.

5. All parties on either side of the April 2016 conflict will be granted general amnesty and will be permitted to return to Osiris, either with their main Osiran nation or, if security necessitates, a puppet nation until it is safe for their main nation to return.

Observers will note that these modified peace terms included further compromises by our government, despite the earlier bad faith publication of negotiation logs by The Almighty Jesus Whale. We proposed that the Pharaoh would appoint his or her successor only with the consent of the legislature. We proposed that the incumbent Pharaoh, Cormac Montresor-Stark, would serve a maximum term of six months, after which he would be required to appoint a successor. We proposed to limit the Pharaoh's veto over constitutional amendments to only those amendments that relate to the in-game Delegacy or in-game regional security. We proposed all these further compromises despite our government's continued position of strength, in the hopes of restoring full stability and unity to Osiris.

These modified terms of peace were once again rejected by The Almighty Jesus Whale, not due to any high-minded ideological commitment to republicanism over constitutional monarchy, but rather due to his refusal to accept the incumbent as Pharaoh for six months. In response, the intermediary, an Osiran who had previously been supportive of The Almighty Jesus Whale, decided upon neutrality. We thank this intermediary for these efforts to achieve peace and for choosing neutrality.

It is more clear than ever that we are the ones maintaining reasonable and responsible government of Osiris. The Almighty Jesus Whale, on the other hand, is perpetuating a destructive cult of personality, with no interest in truly governing Osiris in a reasonable and responsible manner. We, who over the course of four years have poured immeasurable time and energy into Osiris to make it a more stable and active community, continue to come to the table in good faith to try to peacefully resolve this conflict. The Almighty Jesus Whale, perhaps believing himself truly almighty, has contributed little to Osiris during his much shorter time here, yet insists that the conflict he is prolonging will only be resolved on his unreasonable terms -- even as he continues to employ the same manipulative, bad faith tactics that lead to this situation in the first place.

The Osiris Fraternal Order was established in 2013 to drive rule by personality cult, domination by an individual or clique through deception and manipulation, permanently from Osiris. We hoped instead to foster a community in which responsible and reasonable government, advancement based on merit, and a true sense of regional family would make Osiris a more welcoming and enjoyable home. It has become even more clear throughout our attempts to make peace that The Almighty Jesus Whale constitutes a significant threat to those community ideals, Osiran ideals. We remain committed to protecting these Osiran core values, and the Osiran community, from obvious threats as well as the more subtle threats posed by charlatans who would use weapons of mass distraction to divide and conquer our community. Osiris will not be divided and conquered on our watch.

In the time remaining before tonight's deadline for peace negotiations approximately thirteen hours from now, we urge allies who have joined The Almighty Jesus Whale's aggression against the Osiris Fraternal Order -- many of whom, in 2013, came to Osiris' aid against a threat so similar to this one -- to reconsider their position. We have known and interacted with The Almighty Jesus Whale for nearly two years. How well do you know him? There is still time to opt for neutrality, or continued support for the Osiris Fraternal Order, as its founding spirit and ideals continue to be preserved and protected by this government, which includes its two remaining co-founders and two other former Pharaohs. To our fellow Osirans who have been taken in by The Almighty Jesus Whale, we understand how personality cults such as this one can lead to confusion and division. We remain ready to welcome you back to peaceful and positive participation in the Osiris Fraternal Order, your home community as well as ours, at any time.
