I think the Scribes of Culture, Media, and WA Affairs do not need to be approved by the Deshret. I think voting on them just makes us less hesitant to replace inactive Ministers in departments that are relatively uncontroversial but important to internal activity.

I agree, and spoke to Ainocra about this problem before. Though not specifically them, just the entire Hedjet.

As a Deshreti, I want a vote on who runs our military, security, and justice.

But games, a paper, and posting WA proposals (for the most part) are quite different.

Well it was still problematic it took over a week to vote on the entire Hedjet, that's absurd.

Seker, I see your train of thought and point of view. However, I cannot necessarily agree with it. I believe that while the Ministries of Culture, World Assembly Affairs, Regional Affairs, etc, may seem inferior to higher posts such as Defense or Justice, this is not the case. Because Culture is more than games and WA Affairs is more than just copying and pasting drafts/proposals. A region without a culture and integration system slowly dies away due to inactivity eventually. And let’s not forget that this game (NS) was created around the World Assembly, and therefore, the WA ministry is vital to any region’s functioning and representation in the World Assembly. And so with that said, I think that if the Deshret is going to vote on the Hedjet, then they should vote on it as a whole rather than partially, because again, each part is vital to the whole region, Osiris.

Cultural Affairs deals with not just spam games, but roleplay. Education, internal learning. Records and archives, the backbone of the Osiran shared identity comes from this department, our culture is more than one department - it is the entire forum. The entire region. Every member contributes to the culture of a region and its identity. Yes, a region can be defined by its leaders - both good and bad, but a regions culture is so much more.

WA Affairs - At least this is a copy and paste job, at best this is where our Scribe takes an active involvement and interest in leading debate, discussion and drafts of proposals in both bodies. Ideally the best candidate for this role is someone who is involved in either of the WA committees. Security Council votes are politicised and used as a measure of our regional foreign policy - all too often we need to vote a certain way due to our treaties with other regions, and it's not unheard of for allies to vote the same way as part of a bloc. The scribe will be in charge of ensuring we are represented in the WA. Our Pharaoh may cast the vote on their behalf but it is the scribe who educates our citizens and regionmates about what is going on.

Foreign Affairs - this is the lifeblood of our foreign policy. Our credibility as a region comes from how these diplomats present themselves. This is arguably one of the most difficult and time consuming roles you'll ever have. You need to be on top of our relations, you need to be in contact with our allies on a regular basis. You need to be able to walk into our allied regions and be able to speak to their officials on a equal footing - but at the same time you need to be knowledgeable of their culture, their history and be respectful of that. You need to know why we are allies, and what benefits our relationship has. They also need to be prepared to stand up and renegotiate our relationships with our allies of that relationship starts becoming a danger to us. Scribes of the Hedjet are representatives of the region yes, but the Scribe of Horus is all that and more - they need to be credible, they need to be respected and they need to advance Osiran interests. A poor or negligent scribe can damage our credibility.

Media: State run media is enormously influential in the real world. It is rather popular in NationStates as well - Lazarus, TRR and TNP, TSP and others have shown that recently. We need a journalist with keen eyes and a head of politics to head this department. They have to be able to spin and advance Osiran interests and do what they can as scribe to advance our various interests and that of our allies. We should have a Scribe who is in active communication with their counterparts -if any- in our various allies. A Scribe who seeks to damage our interests and credibility can do so if not enough oversight is applied on their actions.

Justice: This is a particularly tedious role, and is very open to people who want to manipulate the region for their own purposes: you want someone gone? Try to get them up against the Courts, put them through hell and see how long they stay. If you can do that and make people think you were in the right then you'll come off nicely. The Scribe of Seshat needs to be careful how they step, they need to be neutral and unwilling to advance the political aims of anyone in the region - they are meant to put the rule of law first. It is also an area that tends to be under fire a lot from international media.

Defence/War: The commander of the martial arm of the Osiran government. They should be working with the WA Affairs and Foreign Affairs ministers on a regular basis to best utilise their network of allies and contacts to advance our interests. If we need extra votes in the WA, they should be out there with our allies taking regions to give us those votes. Working with those ministries as well as Citizenship to work on recruiting new blood to our community via our excursions, via our work abroad. A competent commander will be able to ensure the Legion gets the best deal in operations and ensures we will be respected by friends and enemies alike as professional and skilled combatants across the board.

A confirmation vote for a cultural minister doesn't make any sense. There is almost never a risk to it, but there's a lot of loss in making it such a bloated process.

I think Culture in itself could probably be devolved into a mix of smaller groups aimed at supporting other departments, so I'd agree in that regard.
