Hey there my fellow Osirans! So, I'm running for Keeper. Here is a brief rundown of my legislative experience, just here in Osiris, bearing in mind that I have additional legislative experience from several other regions:
  • I served three times as a Sepatarch on the elected Sepatarchy of the Kemetic Republic of Osiris.
  • I served as the first Vizier of the Osiris Fraternal Order and presided over the Deshret through adoption of the Procedure and election of the first Keeper.
  • I was the primary author of the State Code of Osiris and I know it like the back of my hand.
  • I was the primary author of the Procedure of the Deshret and I know it like the back of my hand.
  • I have participated, usually heavily, in the drafting of every law that has been enacted by the Osiris Fraternal Order, and I know them like the back of my hand.
  • I was the creator of the Law Library system and I know it like the back of my hand.
  • I retain a higher post count than any other citizen of the Osiris Fraternal Order, by more than a thousand posts, so activity will not be a problem.
The Keeper's primary responsibility is to administer the Deshret, not to drive its legislative agenda, but nonetheless I do have a legislative agenda that I hope will increase Deshret activity and keep our activity at a sustained high level.
  • I want to examine every section of the State Code, section by section, and determine what, if anything, we think needs to change.
  • I want to undertake a similar examination of the Procedure of the Deshret.
  • Due to the non-existence of crime in the Osiris Fraternal Order for more than a year, I would like to re-examine our judicial system and the necessity of having three people as permanent judges unable to serve in other capacities.
  • I want to increase the oversight of the Deshret over the Executive, to ensure that if we have another term in which government activity is not what it should be, it is addressed more quickly and efficiently than has been the case this term.
Aside from all of these reasons to vote for me, I would also like to point out that the Keeper cannot simultaneously serve as Pharaoh or Vizier. Think about it! :P

Yes! Finally! Someones got it! My vote has quickly swayed for you Cormac because of those two reasons :) (though dont get to excited its not a guarantee vote :P )

1) When you say re-examine our judicial system, do you mean as a whole or just the certain sections that prohibit Elders from serving in other capacities.

2) You say you would like to give the Deshret greater oversight of the Executive, How would you try to accomplish this? Would you introduce legislation further extending the powers of the Deshsret or by other means.

I would like to have a discussion about the entire system, and whether it's the system we want. There are other systems in other regions. For example, Balder has an arbitration process that is only activated on an as-needed basis, and Equilism has a similar system, because they don't have much crime or other cause to seek judicial action. As a region that also, thus far, doesn't have much cause for judicial action, I think it's worth examining alternative systems.

But that said, what I'm mostly interested in is having the discussion. I'm not strongly in favor of a particular system, and whatever most of the Deshret wants is what I believe we should adopt. We don't want a judicial system that doesn't enjoy broad support from the citizenry because that will lead to questions regarding its legitimacy when the system does need to be used, and those are questions we never want the judiciary, of all branches, to face.

I would like to first try a voluntary approach, in which any Councilor can ask the Pharaoh, Vizier, or any executive minister to answer questions from the Deshret, provided two other Councilors second the request. My hope is that the Executive would want to cooperate with such requests because a) why not? and b) there could be political ramifications, up to and including recall, for refusal to cooperate.

If we have problems with a voluntary system and find that the Executive is persistently unwilling to cooperate, which I think is unlikely, I would then support legislation to impose criminal penalties for failure to cooperate. While all of us are responsible for the region's well-being, the Executive is responsible for it in a unique way, and in the unlikely event that the Executive not only neglects that responsibility but actively obstructs accountability, criminal penalties would be appropriate.

I should also note that I will be pursuing the above legislative agenda as a Councilor, regardless of whether or not I win this election for Keeper, and I hope to have the cooperation of the Keeper should one of my fellow candidates win instead. And of course I wish all of them the best of luck!

Upon further consideration, and recognizing that my time may be limited as I will likely be moving at the beginning of January, I withdraw from the race.

No offense intended to Vac, but I also endorse Ainocra for Keeper of the Deshret. It's time to get some fresh faces into government.
