Colonies and Territories Act
Section 1: Governing
1) Governors shall be citizens, appointed by the Pharaoh or by the previous Governor of that territory, to lead colonies, maintain the founder nation, and ultimately manage the region.
2) The Commander of the Sekhmet Legion will also have access to this founder account, in the case of inactivity by the Governor.
Section 2: Rules of Governing
1) The colony must maintain that it is under the control of Osiris in the World Factbook Entry
2) The Governor is free to apply Osiris law, or manage the region as they see fit.
3) Any change in the password to the founder nation without approval by the Pharaoh and the Commander of the Sekhmet Legion, will be seen as treason against Osiris.
4) Dissolution of a colony without approval from both the Pharaoh and the Commander of the Sekhmet Legion, or a super majority vote of two thirds by the Deshret, will be seen as treason against Osiris.
Section 3: Transferring of Governor
1) Unless convicted of a crime, loss of citizenship, or if the founder nation falls inactive, the role of Governor stays with the citizen who is appointed, or a successor named by the appointed.
2) Governors are free to name a successor, as long as the successor is a citizen of Osiris and does not violate this act.

Doesn't this clause put too much power in the hands of the Governor? In theory the provinces/colonies/territories would be extensions of Osiris, would respond to the will of the Deshret and the Pharaoh. So the State Code and every other law would still be in force.

This is strategically not good. Under this system, even a loyal governor could implement unjust laws which go against the principals of Osiris law.

I think what we are trying to say is at least have it in writing so in an event he does go rogue on his Region he can be brought to Court and properly tried for breaking the Law

So, to be clear, laws that are not Osiris laws that are implemented by colonial governors for use in their colonies would have to approved by the Osiris Deshret and signed by the Pharaoh?
