Commend Hobbesistan
A resolution to recognize outstanding contribution by a nation or region.

Description: COGNIZANT of the goal of Security Council Commendations to recognize extensive contributions to nations and regions across the world,
RECOGNIZING that the nation of Hobbesistan, colloquially referred to as 'Hobbes', has actively worked to improve the quality of multiple major regions,
APPLAUDING Hobbesistan's vital and extremely hard work in establishing sophisticated forums for the regions of Lazarus, Miranda and Khora, thereby increasing activity within them and connecting nations within the region more closely,
GRATEFUL for the nation's establishment of RadioNS, which brings many people and nations together and informed by hosting talk shows and music stations,
IMPRESSED that Hobbesistan selflessly succeeded in ending the Purge of Khora, during which a rogue anonymous nation with access to the Founder's powers ejected almost all of the 116 recorded nations in the region, by removing the administrative powers of said nation and thus preventing total annihilation of the region,
ACKNOWLEDGING Hobbesistan's membership and work in the field of raiding and defending, including:
-Serving as a Merryman in the United Defenders League,
-Serving as a Captain in the Lazarene Liberation Army,
-Serving as a Colonel in the East Pacific Sovereign Army,
-Participating in the liberations of Asia, Christmas, and Region of United Muslim States, among countless others,
FURTHER ACKNOWLEDGING that representatives from Hobbesistan created several publications, such as 'A Guide to R/D' and 'So You've Been Raided...' that have helped new nations gain knowledge on the basics of raiding and defending,
OBSERVING that Hobbesistan created Serina, an artificial intelligence used by many nations to assist in defending and military operations worldwide,
NOTING that Hobbesistan is active within the World Assembly, co-authoring SC Resolution #128, 'Commend Harmoneia',
BELIEVING the aforementioned actions warrant a Commendation from the World Assembly by virtue of the incredible amount of hard work and devotion put into them and the benefit they have provided to the world,
HEREBY COMMENDS Hobbesistan.

There's no question that Hobbes is a great guy and a great player. The question is whether he has done enough to warrant a Commendation from the Security Council.
On the one hand, some of this resolution is a bit fluffy. RadioNS isn't the first NationStates radio station and it won't be the last. Commending a player for establishing "sophisticated forums" -- meaning independently hosted forums -- is a slap in the face to others who have worked hard to establish and maintain quality forums that aren't independently hosted but who haven't received any recognition for it.
Other aspects of the resolution have more merit. Whether or not one is familiar with Khora, the region is significant to those who reside there and Hobbes' action to stop the purge of an entire community by a hacked Founder is noteworthy. While the significance of the listed liberations in which he has participated is questionable, given that one of the regions mentioned is a glorified puppet dump, his contributions to various military forces -- not just defender forces, as the resolution also mentions the EPSA -- are also noteworthy. His commitment to technological advancements for the regions in which he's involved, his outreach to help people understand military gameplay, and his Security Council authorship are also all noteworthy.
While Hobbes is likely to go on to do even more positive and noteworthy things, what he has already done is positive and noteworthy enough to deserve Security Council Commendation. I recommend that we vote for the Commendation.
And I vote For.

I'd like to vote in favour of it personally, but I confess that something puts me off of it. It appears the most part a glorified ode to defending, which I don't think we should support.
Speaking of Forums, then Westwind, Hileville, Afforess and several others should also be commended for such a sophisticated type of forum.
Serina, is a bot used by Defender militaries, and is not allowed, last I knew, to be used for raiders as sufficient lazarenes said "no" to Hobbes releasing the code for it.

While I have no issues as such with voting Against, and was just giving my recommendation, I'm going to once again caution in general against putting any stock in the in-game vote.
The in-game vote is, frankly, determined by a bunch of issue answerers who have no idea who Hobbesistan even is and voted because Delegates with a large number of endorsements such as Frattastan and Moronist Decisions voted Against early. This is true of just about all Security Council resolutions, if not GA resolutions; most individual WA voters are lemmings and if a resolution is already moving strongly in one direction, they vote that way.
If we vote according to the in-game regional vote, we will likely be voting whichever way the early vote stack goes which means we will be surrendering our own sovereign decisions on SC votes to other regions' Delegates.
