1c is a Sovereignty clause that ensures that both regions are protected in the case of an unlawful seizure of power. It protects both regions from being stuck with a treaty partner that they did not forsee.
As for creating a law, the treaty only stipulates that it will be against the law in both signatories for the two signatories to set spies on one another.

I would like to point out to the scribes, Chief Scribe, and deputy scribes, that after I presented this treaty to the Scribes, a few issues came up regarding KGB's actions in the past that most of my cabinet and I were not aware of.
I urge the Chief Scribe and deputies not to put this to vote just quite yet until we can release an official statement of some sorts, and if it does go to vote while we are still discussing these actions, I recommend the scribes to vote against so we can get this situation sorted out in the meantime and not have to deal with a repeal if needed.
