The shortest answer that I could give is that Francoism in the NS context refers to an ideology named after Francos Spain, first Emperor of the New Pacific Order. It is a revolutionary ideology seeking to, in their words, defend the game-created regions from abuse from user-created (or "userite") regions.

Just to follow up on what Dali said, Francoism in NationStates has nothing to do with Falangism, the political ideology of real life Francoist Spain, or anything else related to Francoist Spain. Despite the ideology being named after the founder of the New Pacific Order, Francos Spain, the connection begins and ends there; the NPO has had a long history of anti-fascism.

If anything, Francoism has more in common with the class struggle of socialism than it does with right-wing authoritarianism. For a time the government of the Pacific was known as the People's Republic of the Pacific before reverting to its original name, the New Pacific Order. Francoism was successfully adapted to socialist concepts even further by the now-defunct People's Republic of Lazarus.
