[Passed] Amendment to the Scroll of Ma'at: Conscription Act

Honorable Scribes,

In order to allow for a properly effective Sekhmet Legion, we have proposed opening membership up to non-citizen residents. To accomplish this, we do need to amend the Scroll of Ma'at. In particular, I propose:
Scroll of Ma'at, Article VI, Section 1 (3) wrote: Any government institution, elected or appointed government office, or non-governmental position may only be filled by citizens. Only citizens may vote for elected government officers.
Should be amended to read
PROPOSED Scroll of Ma'at, Article VI, Section 1 (3) wrote: Any elected or appointed government office may only be filled by citizens. Only citizens may vote for elected government officers.
Ultimately, this should have next to no effect on the day-to-day affairs of the rest of the region, and should allow the Legion to recruit as they see fit. Does anyone have any concerns?

I would be in favor of this amendment. In this way, the Legion could be used to bring more active people into the region, instead of only drawing from citizens.

But if these recruits can't be bothered to signup for citizenship, how can you expect them to be active in the military?

I would rather both. Loyalty doesn't win at update, and cutting through the red tape to get people involved in the Legion may lead them to obtain citizenship at a later date. An application and the swearing of an oath has never magically made anyone loyal who doesn't intend to be loyal, in any case.

That said, I do recognize the concern that those who are involved in the Legion should demonstrate some broader commitment to the region. I note that this language doesn't even require residency in Osiris. I do think residency in Osiris is a must.

We all had a long discussion in the vizier chat. After weighing all the pros and cons, I have to say, I like the idea of removing the restriction as mentioned. Even if we don't use it for the purpose of a foreign legion style military (which I think is a good idea), it gives us a few more options for bringing people into the fold later on down the line.

Basically, though, I like the idea of having troops in the area that might become enchanted with our home. If organizations like the Grey Wardens can grab people from anywhere, and indoctrinate them, then we can grab people from wherever and get them comfortable with our Citizens and Way Of Doing Things. Even if we only get one citizen out of the deal, it's a net win for us.

And in the mean time, we'll get some extra soldiers that we can use to spread our fame to the far corners of Nationstates. That is not a bad thing, but not a long shot.

I am strongly in favor of this.

Osiris is limited by political factors in how and where it is able to recruit. This could be an important tool in growing our base. People in this scenario would come for the military and stay for the community and ability to contribute.

By allowing non-citizens into government organizations (i.e. foreign affairs), this could possibly spell a risk of security.

I rather doubt we'd ever let anyone into a sensitive area. The military is a place where we can sequester non-residents, and yet still have them do good for us.
