According to Section 3.1.b of the State Code:

Any Councilor may move for a full Deshret vote on any membership application accepted or rejected by the Keeper within seven days of acceptance or rejection of the application.
Councilors may vote Aye, Nay or Present. As a note, Aye is in favor of Neo Kervoskia's admission to the Deshret and Nay is against admission.
Voting will begin now and will close March 20 2016 at 4:00 pm EST.
