Inactivity and our State Code

So is the general consensus that the lack of activity is due to a lack of personal initiative in activities around the region or that constitution reform is the root of the problem?

I would definitely say it would be a lack of personal initiative rather than our current constitutional structure, especially considering that KRO was more active than we are now, well when I was there, and If I remember correctly the Pharaoh had a lot more power(constitutionally) and that in the earlier days of OFO it was active - but as I said the earlier days, different challenges, different time. So what went wrong?

I should perhaps clarify my view. My view is not that it is impossible under the present system for a dynamic Pharaoh to push the region into activity (together with His Scribes), my view is that that it is such a burden on whoever is Pharaoh that they tend to become burned out (which I find to be unfair for them, for this ultimately is supposed to be fun) and that the region then slows down dramatically, and that in light of that it is best to spread power more widely (which has the added benefit of giving more citizens opportunity to involve themselves in the highest echelons of government in areas that they are interested in).

Sorry for the late response, I was waiting for other to respond but it seems that the flame of this bill may have met its course. But how widely do you suggest?

I think it ought be open to all resident nations (without overlapping ownership or criminal conviction) to participate in Osiran government. The basis of that participation, in my view, would be in the Deshret (as a necessity to limit overlapping ownership of nations granting advantage and the involvement of convicted nations); the Deshret ought to be afforded as much power as possible as it is the body that permits the widest involvement for people in exercising said power. A step up from that would be minor or specialist offices or bodies, which ought perform specific functions prescribed by the Deshret or exercise the powers of the Deshret over a defined area; an office which prosecutes offences could be an example, as could a body appointed to consider foreign policy. A further step up would be general offices or bodies, which ought to perform wide functions prescribed by the Deshret and have some level of oversight over other offices within their functions; most obviously this would include the Delegate, but could also include, for instance, an office with a "cultural" mandate overseeing roleplaying organs and media outlets and the like.

Obviously, the Deshret will contain a far more limited sub-group of Osiran nations than all Osiran nations not excluded (indeed, if all possible nations for the Deshret joined it then I imagine my view would be starkly different), then there would be a body of minor or specialist offices or bodies of a number, then a body of general offices or bodies which would be fewer in number than the minor or specialist offices or bodies. The general offices or bodies would be elected, the minor or specialist offices or bodies would be a mixture of elected and appointed (tending towards appointed, one imagines) with appointments made by the various general offices or bodies (rather than being all the Pharaoh). I think, if there is one thing that I don't know quite where to fit in this structure, it would a prospective "local council" elected by onsight nations to have legislative authority of its own, it would depend largely on how wide its authority is and how its mechanisms work, I think.

I should point out, with this particular idea, which I am more fond of than my original (though my original can, to some extent, still exist within this one), it is possible for the Deshret to vary any aspect, it would be sovereign, so my view as to what offices or bodies there would be would not be enshrined in any governing document, rather they would be things that would have to be advocated for and agreed by the Deshret. There would also be no judicial organ established by the governing document, trials (and requests for review) would be determined by the Deshret in a like manner as Bills would be passed, unless the Deshret moved powers for such to outside of itself (by creating a committee to look at and draft rulings for requests for review, for instance, with the drafts then being considered and voted on by the Deshret to become effectual).
