I see your perspective on this. But I do agree with alot of what Tomb has said. On the one side, the Keeper and their staff will act responsibly and use this privilege to speed up votes without having to wait for motions. Hmm, but like you've also said, there isn't alot of harm done by just postponing a vote for one week. But I'm not so content on your Section 4 Amendment of allowing the Keeper/Curator to immediately bring to vote changes to the procedures, but ultimately it will be for the Deshret to decide.... I'll have to think on this.
