A. The Black Riders did not sanction this raid, I have confirmation of that from Bob Moran, this was done on each individuals own time.
B. Since TBR's military command did not sanction this raid this action could not have taken place in response to CoF attacks on TBR.

Also we are going to have to look at statements by Riftend stating that they no longer care about the region.

Straight from the WFE:

This region has been seized and secured by The Leningrad Union, with the assistance of independent updaters and the regions of Madrigal, Sicarius, and The Black Riders.

Previously, before being removed from the WFE, it listed the six members of The Black Riders who participated in the operation and they were listed as Black Riders rather than independent raiders. They were more numerous than the participants from the other two regions combined.

An embassy with The Black Riders (as well as the other two regions, and regions voting against the liberation resolution) is also being constructed. Construction of embassies with The Black Riders began shortly after the raid, before Leningrad Union decided to construct embassies with anyone voting against the liberation resolution. If The Black Riders aren't officially involved, it's pretty odd to accept an embassy request, as they only accept embassy requests with regions they've tagged or are occupying.

Leningrad Union can't claim it's an operation by independent raiders and simultaneously credit three regions with the operation. One of those regions, and the more numerous of the three, is The Black Riders. This argument that The Black Riders aren't actually involved needs to be laid to rest. They clearly are, whatever Leningrad Union or Bob are saying.

That doesn't make the resolution inaccurate, as nowhere in the resolution have I said that Riftend still cares about the region. Nonetheless, despite his earlier statements, whatever their motivation, he does support this liberation resolution. Moreover, I was asked by Nephmir, the Founder of The Eternal Knights, to submit this resolution, so I didn't do this on my own initiative without consulting the TEK and CoF leadership. If they truly didn't care about the region, I would imagine they wouldn't have asked me to submit the liberation resolution.

There are a number of reasons they could have initially said they didn't care about the region anymore. Maybe they hoped if they were seen not to care about it, Leningrad Union, et al. would leave as that would eliminate their motives for raiding the region in the first place (e.g., to troll TEK and CoF). Maybe they thought if they pretended not to care, the invading coalition wouldn't see a liberation resolution coming and wouldn't be prepared for it. Regardless, clearly they do care as, again, it was Nephmir who asked me to submit this resolution.

As a note, which I hope was clear in that I posted this for a vote, I will vote on this according to the forum vote. My votes aren't exclusively my own, they're the region's, and the region should have input on how those votes are cast -- especially when I'm the author of a resolution, as our regional WA votes shouldn't be used for my own interests. So if a majority were to vote against this I would in fact vote against.
