Greetings, Councilors. It's been a long time since I've ran for office as a newcomer. When it comes to elective politics most of us put little stock in experience garnered abroad so I will keep this part brief. I have have served in varying capacities in the legislative functions of regions such as Europeia where I have served nine senate terms and two as speaker, Balder, The South Pacific, and Unknown. I have also spent time serving in Europeia's judicial functions as a judge, prosecutor, and defense advocate.
Here in Osiris, I am a Councilor of this body, a Priest of Seshat, and a member of the Sekhmet Legion. I have enjoyed my time here so far and look forward to serving this community for some time to come.
Legislative Culture
A culture of legislative excellence is something I'm familiar with and it's something I will work to establish and instill here in Osiris. This goal will be my end game and my focus as Keeper. All our activities and functions will be viewed through that prism. When you facilitate excellence in lawmaking, you enhance the quality of life in your community whether it be the activity generated by passage or defeat of legislation, the development of talented legislators, or the ability to play under a coherent, prescient, and effective body of law. When you have a reputation for excellence in lawmaking, you attract bright and enterprising players to your community. This is the way forward for the Deshret as an institution and Osiris as a community.
Due Diligence
An effective legislative body gives all measures before it careful consideration. It facilitates varied and specific debate. It exhibits good judgement and selective restraint. An effective legislator is active, vocal, thoughtful, and adaptable. As Keeper, I will consider it my foremost responsibility to ensure all these things are true of our Deshret and its councilors. We will not act in haste for the sake of convenience or expediency. We will seek to exhibit formality, professionalism, and probity in all of our duties. Anybody who isn't game will be given their walking papers.
Legislative Training
To promote our goals regarding legislative culture and due diligence, I will propose the creation of training materials for members of the Deshret to utilize as they seek to perfect their craft. These materials will cover legal concepts, formatting and procedural concerns, as well as Deshret tradition and custom. I expect the scale and scope of these materials to broaden over time as we develop as a body.
Legislative Agenda
I have already proposed an alternative to Venico's Colonies and Territories Act. I am of the firm opinion that it is vital that our imperialist foreign policy have a basis in law and that any actions taken in that arena are in the interest of the community overall. My proposal accomplishes both of these objectives.
I will endeavor to facilitate the passage of diplomatic immunity legislation which will protect representatives here in Osiris if and only if representatives of the OFO are likewise protected in the regions and organizations in which they serve. I do not think the Deshret should belligerently insert itself into foreign policy matters to the detriment of executive authority. I do think that when an opportunity arises to make Osiris a more attractive partner by legislative means we should seize that opportunity and we will be looking for other such measures to pursue.
As a constitutional document, the State Code is in some areas bloated. Such supreme law should be an outline which is supplemented by more specific legislation which is more suitable to amendment. I would be interesting in at least having a discussion to determine whether it would be more effective to have comprehensive elections and administrative legislation in place of sections three and seven.
Additionally, there has been talk of a review of the Criminal Codex and I find this to be a worthwhile effort. However I do think that effort is more appropriately executed by the Deshret than the Priesthood of Seshat. I would endeavor to have Abacathea and his staff aid us here should they wish to be involved. We will examine similar legislation from other communities as well as how application of their and our provisions have worked or not worked in the past.
