I would like to propose some amendments to the House Charter, in order to make it easier for the Registrar to work, as well as free up some leeway within the charter for policies to be actually set. When I was planning the Houses system, I did not, in what was rather short-sighted of me at the time plan beyond my own rule, thus leaving the system rather restrictive for the registrar. As I was the one building the system, I did not want a Registrar who could conflict with me and sought to keep it somewhat neutered until after I was finished... well it's a double edged sword as I'm now the Registrar after Severisen asked me to continue my work on the system rather than let it go dormant. I then read Josh's suggestions and came up with the below.

The aim is to declutter the legalese whilst providing a simpler, more efficient and workable framework for a house system.

The first amendment I'd like to put in, is to 1.2:
2. This Charter empowers the Citizens of Osiris to declare a familial allegiance or apply for residency in a named city of Osiris, or to found a city of Osiris if they meet the conditions set down by this act.

I would like that amended to read:

The office of the Registrar will be known as the Shaperate, and the Registrar may also be referred to as the Shaper of Memories

I would like to remove the numeric requirement from the Charter, and allow it to be set by the Registrar.
4. A Major House is defined as a House which has seven or more members. If no house meets that criteria, then the four houses with the highest number of members will be considered Major Houses. Houses of current or former Pharaohs will always be considered Major Houses. Minor Houses are defined as any house which does not meet the above criteria. Further criteria may be set by the Registrar at their discretion.
4. The hierarchy of Houses may be defined by the Registrar's Guidelines, as may titling and heraldry. If no house meets the established criteria, then the four houses with the highest number of members will be considered Major Houses. Onto Section 2. I would like the Registrar to be responsible for the recognition of Houses with the Pharaoh giving final approval of recognising the house, this would add a certain level of communication between Registrar and Pharaoh.

I don't think Section 2 requires any more changes. I would like to again, allow the Registrar to fulfil their job description properly by having more power to police the House and City system and will try to allow that in Section 3.

2. Houses may be recognised by the Pharaoh upon the conferring of an award to a member of a house.

3. The Pharaoh may declare the creation of a House when gifting a city to that house.

4. Citizens may apply for official "House Status" according to Guidelines set down by the Registrar.

5. Foreign Houses may be recognised at the discretion of the Pharaoh, if and only if they meet the conditions set down by this Act and the Registrar's Guidelines.


Section 3: Loss of House Status

1. House Status may be revoked from houses who contain members who have committed high-crimes against the Osiris Fraternal Order.

2. House Status may be dissolved or suspended for a length of time decided by the Pharaoh for actions which infringe against Osiris or damage Osiran standing internationally. The Registrar may, with approval from the Pharaoh, order the suspension or dissolution of a House if it is found to have brought Osiris, or a Noble House into disrepute for their actions either detailed here or in the Registrar's Guidelines.

3. House Status may be lost, or declared "Dormant" according to the Guidelines established by the Registrar, which must be uniformly applied to all Houses.

1. The criteria in order to determine eligibility for the creation of a settlement under their family's rule may be decided and amended by the Registrar as they see fit with approval from the Pharaoh.

2. Houses must exist for longer than three months before being able to request residential settlements.

4. The Registrar may amend the requirements for settlements as necessary, provided such requirements do not contradict this Charter.
