I had that feeling. I honestly think the tie breaker is a better idea than runoffs until the voting is uneven. So we'll just have to see what everyone else has to say in the votin' thread. If it gets shot down, we can try it your way. Can you draft up an alternative piece to submit if the current version doesn't pass?

Edit: I'm putting a hold on my "moving this to vote". I have an idea that may work out here.

I move that we put this:
Section 3 of the State Code of Osiris shall be amended as follows:

1. The Pharaoh may be subject to a challenge election when there has been a period exceeding three months since the last challenge election, or when there has been no challenge election since the event of the Vizier assuming the office of Pharaoh after the resignation or removal from office of the preceding Pharaoh.

(a) Any Councilor may issue a challenge and challenge elections will be administered by the Keeper of the Deshret, who is eligible to vote for Pharaoh only in the case of a runoff in which all candidates have an equal number of votes,

(b) When a challenge election is initiated by the Deshret, a three day period for submission of candidacies will begin. Only Councilors of the Deshret who are not the Keeper are eligible candidates. The incumbent Pharaoh will not be barred from submitting a candidacy.

(c) At the conclusion of this candidacy submission period, the Keeper of the Deshret will determine eligible candidates according to eligibility standards established by law and open a four day voting period for a new Pharaoh to be elected by the Deshret.

(d) No candidate will be elected Pharaoh without receiving a simple majority of votes cast. Should no candidate receive a simple majority of votes cast in the election, the two candidates with the most votes (or, in the case of a tie for most votes, those candidates) will participate in a run-off election following the same process prescribed by Section 3.1(c) of this Code.

(e) The Pharaoh and the Vizier will be allowed to submit a vote for the office of Pharaoh.

2. The Deshret will have the power to establish additional standards for challenge elections by law.

3. The incumbent Pharaoh will be charged with ensuring a speedy and safe transition of power whenever a new Pharaoh is elected.

Section 5 of the State Code of Osiris shall be amended as follows:

1. The Pschent will be the judicial council of Osiris, comprised of three Elders of the Pschent appointed by the Pharaoh with the approval of the Deshret. Elders of the Pschent will not serve as Pharaoh, Vizier, Scribe of the Hedjet, Guardian of the Atef, or Keeper of the Deshret and will not serve as junior officials for any of these offices for the duration of their service on the Pschent.

(a) Only citizens of Osiris may be appointed to the Pschent.

(b) Elders may maintain active involvement in Priesthoods of the Hedjet and may serve as Councilors of the Deshret while serving as Elders.

2. The Pschent will have the power to make and revise its own procedural rules.

3. The Pschent will have the power to nullify any law or portion of law that contradicts this Code, and to order the cessation of any government action that violates this Code or the laws of Osiris. The Pschent may only exercise this power if petitioned to do so by an affected citizen of Osiris.

4. The Pschent will have the power to hear prosecution of alleged criminal offenses by the Scribe of Justice or their deputy, to decide guilt or the lack of it, and to determine penalties for guilty parties according to the standards established by law.

5. Decisions by the Pschent amount to interpretation of the law, and those decisions and interpretation are binding on the Pschent and all government bodies and officials.

6. Unless otherwise noted by this Code, all decisions by the Pschent will be made by simple majority vote.

The options would be to vote for only one proposal, against both, or abstain from voting altogether.

Version One includes a keeper tiebreaker vote in pharaoh elections in any case where the vote is tied after a runoff. Version two preserves the current "keep having runoffs until someone doesn't vote, or someone changes their vote" method of voting.

Both versions include an amendment to section 5 disallowing non-citizens from being members of the Pshent. Both version also include language disallowing the Keeper from voting or running for Pharaoh while they the election administrator, and both include language allowing the Pharaoh and Vizier to vote for Pharaoh.

Indeed. But if either or both fails to get 2/3 support they'd have failed on their own anyway. This way we don't waste time on two votes if that's the case. Once it concludes, if we don't have 2/3s for either, we'll have to figure out an alternative.

I might be blind, but where in the first proposal does it say that the Keeper is the tiebreaker vote?
