I would like to request a ruling on how the following section of the Scroll of Horus should be interpreted.
Section text wrote: (7) The Council of Scribes may amend this constitution by two-thirds vote. Such amendment will be subject to the approval of the Council of Guardians before being presented to the Pharaoh for assen
Specifically if a a vote were to result in a vote of 65.x percent specifically regarding cases were x is greater than 5 should the percentage be rounded down or stay the same to constitute a Failure to achieve the required super majority or is it to be rounded up to constitute achieving a required super majority

Round down. 66% in favor is a 2/3 majority, 65.6% is not. This may seem like stringent qualifications, but if a vote is only barely passing by tenths of a percentage, it clearly needs a closer examination. And, more importantly, a supermajority is only required by the Scroll of Horus in very heavy-hitting matters. These include:
  • Amending the Scroll of Horus
  • Calling for a Constitutional Convention
  • The passage of a new Constitution and repeal of the Scroll of Horus
  • Any criminal verdicts and sentencing by the Priests
In light of these matters, a reasonable amount of caution is wise.

Rounding down wouldn't it have to be 67% for a majority, as 2/3 is 66.666666etc%?
