[Withdrawn] The Intelligence Act

This act is to encourage nations in Osiris to attempt to make their citizens more intelligent

The Intelligence Act Acknowledging the rates of intelligence in Osiris are at best above average compared to the rest of the world, with them currently standing at 39.54 quips per hour(QPH) compared to 36.31 QPH (world average). Realising that Osiris is better than “above average” and should strive to be the best in all areas especially the intelligence of our nation’s citizens. Requesting that all deputy scribes ensure nations attempt to increase average intelligence by monitoring issue effects and telegramming nations that decrease their average. Recommends that special recognition is given to the nations with the most intelligent citizens. Ways recognition can be given are:

I think this would be better off as a GA proposal. It also needs better formatting and from a quick look at it, some spelling and grammatical corrections as well.

This proposal is hereby WITHDRAWN due to upcoming legislation which would be more effective and more useful at implementing this proposals ideas.
