I would be less okay with approval by the Council of Scribes. The nature of the emergency could involve a group of multiple citizens, as was the case with the recent state of emergency involving the Grey Wardens. A possible compromise would be approval for a regional state of emergency by the Council of Guardians, and then empowering the Council of Scribes, rather than the Council of Guardians, to end a state of emergency by two-thirds majority vote.
If that's what the Council of Scribes wants, that is. I don't see a pressing need to drastically limit this emergency power, I think the limited oversight Treize has proposed is probably sufficient. But if the Council would rather another level of checks and balances, I would assent. At the end of the day, the community belongs to all of us, and as long as I don't believe compromise would risk Osiris' security I'm willing to compromise.
