Forum administration has decided to impose a permanent forum ban upon Kemi, known by several other names and nations elsewhere.

We have decided to take this step due to an extensive history of out-of-character stalking and harassment by Kemi, dating back to 2015. We are also concerned that Kemi knowingly continued contact with delete-on-sight player Bob Moran after he was declared delete-on-sight, even while he was continuing to access the NationStates site and infiltrate another region under a false identity. Finally, we are concerned that Kemi continues to pursue out-of-character grievances that have largely arisen due in part to her own out-of-character misbehavior, in nearly any venue that will give her a hearing, including recent pursuit of false accusations of abuse and harassment against another player. Kemi's pursuit of these personal grievances seems to lead her to believe she is entitled to disclose any information from any venue if she believes doing so will aid her in pursuit of these grievances, which, in combination with all the other even more serious reasons for this ban, makes her a significant risk to the security of this forum and the safety of its users.

Forum administration never takes imposition of an administrative ban, particularly against a citizen, lightly. We have, if anything, delayed this decision for far too long, accepting assurances that Kemi's misbehavior could be restrained and that she could be encouraged to change. The persons who have made these assurances have unfortunately not been present in Osiris or anywhere else in NationStates for some time, and in their absence, Kemi's misbehavior has once again worsened. It is the responsibility of forum administration, to the best of our ability, to guarantee the security of this forum and its community, and the safety of its users. We can no longer accept assurances of restraint and future change when such has not materialized for over a year.

Due to the sensitive nature of these issues, and in the interests of protecting both Kemi's emotional well-being as well as others affected, evidence will not be publicly provided. Limited evidence of out-of-character stalking and harassment, the most serious of these charges, will be provided to any citizen who privately requests it, with the caveat that such evidence is not to be distributed to any non-citizen and distribution of such evidence to non-citizens will be met with administrative action. Forum administration will also provide this limited evidence to members of other regions' forum administration teams upon request.

As Pharaoh of Osiris, I will also note that following imposition of this ban, Kemi's nation in Osiris will also be ejected and banned, and she will not be permitted to reside in Osiris in the future, for the overall security of Osiris and the safety of in-game Osiran residents.

Correction: The assertion that Kemi was aware of Bob Moran accessing the NationStates site and infiltrating another region after being declared delete-on-sight was made in error. We also wish to clarify that the accusations of abuse and harassment against another player were not "false" in the sense that fraudulent evidence was presented, but rather that claims of abuse and harassment were an exaggeration and that the evidence presented was not actionable. The administrative team regrets and apologizes for the errors.
