
Fourth Royal Proclamation from the Pharaoh of Osiris
On the Assignment and Regulation of In-Game Regional Officers
It is hereby proclaimed by His Royal Majesty Cormac of House Sethos, Pharaoh of Osiris and First Lord of the Nile:
As our government continues to grow and adapt to changing circumstances, it is necessary to articulate how government institutions and officers will interact with the in-game region, particularly in relation to the assignment of in-game Regional Officers. Laws have not been passed to regulate in-game Regional Officers, and the Pharaoh asserts that it is desirable to continue a minimalist approach to legislative regulation of in-game Regional Officers. Nonetheless, the Pharaoh acknowledges the need for game-side order, security, and accountability. Pursuant to Article III, Sections 1(4) and 1(5) of the Scroll of Ma'at, which assign to the Pharaoh responsibility for maintaining in-game regional settings and empower the Pharaoh to establish reasonable policies regarding in-game regional security and regional settings, the Pharaoh hereby proclaims the following directives:
Section 1: Assignment of Regional Officers
(1) The Pharaoh will act as a Regional Officer and will have authority over Appearance, Border Control, Communications, Embassies, and Polls, without regard to whether the Pharaoh holds the World Assembly Delegacy of Osiris.
(2) The Heir Apparent will act as a Regional Officer and will have authority over Appearance, Communications, Embassies, and Polls.
(3) The Chief Vizier will act as a Regional Officer and will have authority over Appearance, Communications, Embassies, and Polls.
(4) The Chief Scribe will act as a Regional Officer and will have authority over Appearance, Communications, and Polls.
(5) The Council of Guardians may designate a single Guardian to act as a Regional Officer, who will have authority over Appearance, Communications, Embassies, and Polls. Should the Council of Guardians fail to designate a Guardian, the first Guardian in the line of succession will be designated with such authority. The designated Guardian may only use such authority in the absence of the Pharaoh and according to the direction of the Acting Pharaoh.
(6) Pursuant to Article III, Section 1(6) of the Scroll of Ma'at, the Pharaoh may assign Border Control authority to any Regional Officer, or assign a Regional Officer not listed herein to exercise Border Control authority, at his sole discretion.
Section 2: Regulation of Regional Officers
(1) Regional Officers may only alter the World Factbook Entry, propose or withdraw in-game embassies, accept or reject in-game embassy requests, alter embassy posting privileges on the Regional Message Board, or alter the regional welcome telegram with the express permission of the Pharaoh or Acting Pharaoh.
(2) The regional flag, tags, and recruitment settings may only be altered with the express permission of the Pharaoh, and may not be altered by, or with the permission of, the Acting Pharaoh.
(3) Regional Message Board posts suppressed by any Regional Officer through use of Communications authority must be submitted to the Pharaoh or Acting Pharaoh for review.
(4) Border Control may only be used according to the direction of the Pharaoh or Acting Pharaoh. Use of Border Control must be consistent with the Scroll of Ma'at and all laws made pursuant to the Scroll of Ma'at.
(5) Regional Officers may, through use of the authority granted to them by this proclamation, act to execute their duties or to assist other government officers with the execution of their duties, according to their judgment and as consistent with the regulations mandated by this proclamation.
Section 3: Dismissal of Regional Officers
(1) The Pharaoh or Acting Pharaoh may dismiss any Regional Officer, and bar a dismissed Regional Officer from serving as Regional Officer in the future, for violation of the regulations mandated by this proclamation or other abuse of authority granted to Regional Officers.
The above directives are certified by the Pharaoh as binding unless amended or rescinded by the Pharaoh or overruled by law.
