Process for Tie Votes in Keeper Elections

It has come to my attention that it's possible the election for Keeper of the Deshret will result in a tie. At present, the Procedure of the Deshret does not provide any process for dealing with a tie vote. I have considered several ways to break a tie vote and the two most feasible -- allowing either the Pharaoh or the Vizier to break a tie -- blatantly contradict Section 1.5 of the Procedure. It should also be noted that the number of votes needed (i.e., plurality or majority) is not defined for Keeper elections. That won't be an issue in this election but it could be an issue in later elections.

These are matters that will need to be addressed by the Deshret in an amendment to the Procedure.

In the meantime, pursuant to the power granted to me by Sections 3.4 and 3.6(d) of the Procedure of the Deshret I am establishing the following interim process to address tie votes in Keeper elections:

1. In the event of a tie between two or more candidates for Keeper of the Deshret at the time the voting period closes, a new four day voting period will immediately open which will include only the candidates nominated during the previous nomination period.

2. In the event that two consecutive voting periods result in a tie vote, the entire election process will be restarted and will follow the same process outlined by Section 3.3 of the Procedure of the Deshret.

3. This process, established pursuant to Section 3.6(d) of the Procedure of the Deshret, will be automatically rendered null and void upon passage of an amendment to the Procedure of the Deshret to address tie votes in elections for Keeper of the Deshret.
