Diplomat Nation in Osiris (if applicable, not required): Siberian Khatru. I consider my Osirian nation to be an Osirian citizen, but cannot apply for citizenship given the demands of the Oath. I have hundreds of puppet nations, many of which I don't even remember, so I'm not about to try to list them (nor ten years of my NS history) for the Pharoah to gain citizenship. Which is extremely disapointing.
