The Tranche Sub-Council

OOC: Hi, everyone! This in-character discussion thread is for members of the Viziership of World Assembly to discuss which WA resolutions their nations would (or wouldn't) support adding to the official tranche of the Order. While this is a roleplay thread, I am keeping expectations light, since this approach to doing things is new to many in the region when it comes to things like this. All I ask is that participants have a named character from their nation to participate and that it is clear when the character is providing feedback. No other characterization is necessary, but additional roleplay/scene setting isn't unwelcome either! I'm keeping my own post light on details as an example some may wish to follow

The Tranche Sub-Council
Couriers arrive in the outposts of the nations of Tethys 13, Federation of the Resentine Kingdom, Vitaela, Andreasor, and Calawah bearing an importance message from Musalu, the Vizier of World Assembly Affairs: an appropriate representative is invited to participate in a new sub-council of the Viziership that the glass golem has deigned to delegate the creation and maintenance of an official Order tranche for the many nations of Osiris to take heed of. Musalu himself advises in the invitation that they'll not be directly participating, but has assigned Guhrayen's General Assembly Ambassador, Ser Ciarán Gratwick, to sit upon the sub-council and render the final determinations on whether a General Assembly resolution ultimately makes it onto the tranche in his stead. A date, time, and location in the Land of the Dead for the first meeting of the representatives on this new regional body is included in the courier's message.
Regardless of who attends or sends in communications his way, Ser Gratwick, the foreign former mercenary and man of military arms who seemed to appear and rise to Musalu's favour quite suddenly in the waning days of the last General Assembly, opens the first meeting standing just behind a wooden chair facing the door into the venue (and the furthest away the large circular marble table for the representatives allows).
Ser Gratwick: "Well, I won't bore you all with a repeat of what my Overseer told you in his invitation, representatives. I am Ser Ciarán Gratwick, Guhrayen's Ambassador in the General Assembly and the Vizier's appointed chair for this sub-council of the Pharaoh's Court. There are 14 resolutions on the books in the GA. None repealed. Some more or less impactful than others, most passed by unfriendly nations. Regardless, we've been tasked with coming up with a set of resolutions that pass the 75% adoption threshold so that nations following the tranche maintain their voting rights in the assembly. Thankfully, we've got a first draft of the tranche sent by the representative from Calawah to discuss covering the first twelve:
