The Lessons Learnt Act now at vote. Voting will conclude at 02:20 AM EST on Saturday 12th October.

This is not an amendment to the Scroll of Horus and as such it will only require a simple majority of 50%+1 vote to pass the Council of Scribes.
Citizens may vote Aye, Nay or Abstain.

Act Text wrote:The Lessons Learnt Act

I. Amendments to the Procedural Rules of the Council of Priests Act
(1)The following shall be amended into the Procedural Rules of the Council of Priests Act as Article II, Section (4) and all subsequent sections and subsections appropriately renumbered:
amendment text wrote:(4)Before the trial commences the defense, prosecution and any legal representatives they may have must swear the following oath upon pain of Perjury. All witnesses must also swear this oath before giving evidence to the Council of Priests. Anyone who refuses to take this oath may not give evidence or prosecute the trial, if the defendant refuses to swear the oath they shall be found automatically guilty and shall be sentenced to the harshest penalties afforded by law.
“I solemnly swear, upon pain of Perjury that the evidence I shall give and the testimony that I shall bear will be the truth, the whole truth and nothing but the truth.”

(2)The following shall be amended into the Procedural Rules of the Council of Priests Act as Article II, Section (6), Subsection b and all subsequent sections and subsections appropriately renumbered:
amendment text wrote:. Pretrial Motions - Both the prosecution and defense may make requests and motions to the High Priest for actions such as, but not limited too, the exchanging of evidence and wiitness lists. The acceptability of such motions shall be decided by the High Priest.

(3) The following shall be amended into the Procedural Rules of the Council of Priests Act as Article II, Section (6), Subsection c and all subsequent sections and subsections appropriately renumbered:
amendment text wrote:c. Opening Statements - Both the prosecution and defense must put forward an opening statement to the High Priest providing an overview of their argument and the evidence they will put forward.

(4)The following shall be amended into the Procedural Rules of the Council of Priests Act as Article II, Section (7) and all subsequent sections and subsections appropriately renumbered:
amendment text wrote:(7) At any point during the trial, should the High Priest feel that one of the Priests has a Conflict of Interest with relation to the case they may ask the Priest to recuse themself. A Priest may also choose to recuse themself of their own accord. Should a Priest recuse themself, the trial shall proceed with 2 Priests. In the event of a tied judgement the Pharaoh shall break the tie. If a case stands to potentially incriminate the Pharaoh then the Heir Apparent or the most senior guardian in the line of succession shall break the tie.

(5) The following shall be amended into the Procedural Rules of the Council of Priests as Article II, section (8) and all subsequent sections and subsections appropriately renumbered:
amendment text wrote:(8)The Pharaoh shall not stand as the prosecution in a trial which stands to potentially incriminate the Pharaoh. Where a trial serves to potentially incriminate the Pharaoh, the Heir Apparent or the most senior Guardian in the Line of Succession shall prosecute or appoint a prosecutor.”


II. Amendment to the Criminal Code of Osiris
(1) The following shall be amended into The Criminal Code of Osiris as Article II, Section (8) and all subsequent sections appropriately renumbered:
amendment text wrote:(8)“Perjury” is defined as the act of knowingly giving false testimonies or statements while under oath.


III. Amendment to the Charter of Rights Act
(1) The following shall be amended into the Charter of Rights act as Article II, Section (5):
amendment text wrote:(5) Every person has the right to refuse to disclose and to prevent any other person from disclosing communications between themselves and their legal representative during a trial before the council of priests, except to the High Priest who shall review them if a request for disclosure of said communications is made by the plaintiff/defendant. This right applies so long as the communications do not contain any conspiracy to commit or admission of a crime that is defined by the Criminal Code of Osiris.
