[Legal Review] Emergency War Powers Act

Your Royal Majesty,
Pursuant to Article I, Section 5 of the Scroll of Horus, I petition the Crown to resolve the following questions of legal interpretation:
1. Given that the amendments contained in the Emergency War Powers Act do not conform to the formatting standards established by Article II, Section 2 of the Legislative Rules Act, is the Emergency War Powers Act even legally in effect? If so, are the amendments contained therein legally in effect?
2. If the answer to the above query is that the amendments contained in the Emergency War Powers Act are not in effect, but the Emergency War Powers Act is in effect without the amendments, does the Emergency War Powers Act violate the Scroll of Horus and thus should it be considered null and void?
3. If the answer to the above query is that the Emergency War Powers Act does violate the Scroll of Horus and thus should be considered null and void, is repeal necessary in order to remove it from the books, or is it automatically removed, and should the current repeal at vote be halted?
4. Finally, if repeal is necessary to remove the Emergency War Powers Act from the books, is the current repeal at vote sufficient to not only repeal the Emergency War Powers Act itself, but also the amendments contained therein, should that be necessary?
