[Request for a Constitutional Interpretation] Article V, Section 7 of the Scroll of Hours

Madame Pharaoh,

I would like to request a constitutional interpretation on the following matter.

Article V, Section (7) of the Scroll of Hours reads the following:
(7) The Council of Scribes may, at the request of the Pharaoh or designated executive official(s), enact, amend, or repeal a treaty.
If a voluntary agreement is to be entered into with a non-regional actor agreed by executive of said actor on its own authority by the Osrian government, is it to be considered a treaty?

I humbly await your wisdom on this matter.

Can you clarify what you are referring to when you say "non regional actor"? A military organization doesn't have to have a region to exist and I would still deem a formal relationship with one as a treaty.

By a non regional actor I mean, for example, Media Organisations that are not bound to any region for the purpose of sharing said Media, News, Articles and other content. I do not mean for Military organisations of any sort to be included in this Interpretation.

It would be a case by case basis determined by the Pharaoh. In terms of a media based organization that wants to share news articles and the like, which I think is what you're referring to, a treaty would not be necessary. Instead it would fall into the domain of the Pharaoh and the relevant government officials. In this case, the Community Affairs Vizier.
