Legislative Rules Act I. Administration

(1) The Council of Scribes will be administered according to all provisions mandated for the Council of Scribes by the Scroll of Horus and according to this Act.

(2) Any powers or responsibilities assigned to the Chief Scribe by this Act, the Scroll of Horus, or any other law, unless explicitly noted otherwise, may be delegated by the Chief Scribe to their deputy or deputies.

II. Procedure

(1) Any citizen may introduce a proposal before the Council of Scribes. Only the Pharaoh or designated executive official(s) may introduce a proposal to enact, amend, or repeal a treaty, a declaration of war, a persona non grata designation, or a proscription designation.

(2) A minimum discussion period of two days, beginning at the time a proposal is submitted, will be required before any proposal may be brought to vote.

(3) In order for a proposal to be brought to vote, a citizen eligible to vote on that proposal must make a motion to vote, and another such citizen must second the motion. Only the Pharaoh or designated executive official(s) may make a motion to vote on a proposal to enact, amend, or repeal a treaty, a declaration of war, a persona non grata designation, or a proscription designation.

(4) After a motion to vote has been made and seconded in accordance with procedure, the Chief Scribe may delay a vote for up to seven days.

(5) All votes will take place for three days. Citizens eligible to vote may vote "aye," "nay," "abstain," or votes of clearly similar intent.

III. Formatting

(1) All legislation brought to vote before the Council of Scribes will be formatted as follows:
