Withdrawal from the GCR Sovereignty Accords
Osiris respects every GCR’s sovereignty and right to self-government. In fact it is in the spirit of self-determination that we withdraw from the GCR Sovereignty Accords. Our withdrawal will not affect the friendship and goodwill between Balder and The West Pacific, nor will our respect and admiration of their people and their chosen government be at all diminished. The individual treaties we have remain the law of the land and our allies have our confidence and our faith, as they have in the past.
We have given this a great deal of thought and contemplation and while we understand the concerns of our fellow Accords members, we believe this is the right course of action for Osiris. And while we will we gladly stand beside The West Pacific and Balder, we cannot stand beside the New Pacific Order (NPO).

[*]NPO continues to involve themselves with The Grey Wardens, a proscribed region that has consistently threatened our home and refuses to recognize our government.
[*]High ranking officers of the NPO have repeatedly taken to casting aspersions on members of our community.

It is for those reasons we request the Council of Scribes to approve our withdrawal from the GCR Sovereignty Accords.

Is there any way that we could negotiate with the other two treaty members that we are on good terms with and kick the NPO out of the treaty rather than us leaving it?

We have separate treaties with both
The West Pacific and
Balder, so our relationship with them will be unaffected. We will still lend them support in their time of need and they will do the same for us. It is not our goal to force our allies to sever relations with another region when they do not have to. Our goal is to remain allies with only those we can trust and support unequivocally.

It is with regret that I must support our withdrawal. While most of the decline in relations happened before I returned from my retirement, the New Pacific Order I see now is not the NPO I thought I knew. We entered into a good-faith agreement with them and the other signatories on a principle of solidarity and mutual respect of sovereignty. Osiris has given The Pacific ample time and opportunity to correct its course. They have not done so. Despite the "demotion" of Pergamon, he remains a Senator and tied to an organization which seeks our destruction.
I would like to point out to members the mechanism of removing a signatory from the Accords:
Article XII
Upon petition by any representative of the Accords regarding the unsuitability of another region’s representative or the ejection of another member region of the Accords for actions of subversion against a fellow member, for actions of espionage against a fellow member, or for actions in assistance of those that would contribute to subversion or espionage within a fellow member region, the Governing Council will convene a hearing to allow for the presentation of evidence and/or arguments for and against expulsion of the accused representative or region. At the conclusion of this hearing (which under no circumstances will last more than 72 hours) the Governing Council (excepting the accused region's representatives) will vote for or against the replacement or expulsion of the accused representative or region respectively. The voting members of the Governing Council must reach a unanimous decision in the affirmative before a representative or region can be removed from the Accords.
According to my reading, there needs to be unanimous consent between Osiris, Balder and The West Pacific that the NPO tried to subvert us, conducted espionage against us, or assisted another organization in those activities.
I agree with the Pharaoh that withdrawing from the GCR Sovereignty Accord is the simplest option, as our relationships with The West Pacific and Balder are already strong and will not change as a result of us withdrawing. If they wish to remain as members in the GCR Sovereignty Accord, that is their right as sovereign regions. While we may withdraw from the Accords, we should hold the values of the Accords to be paramount in our dealings with other regions: recognition of regional sovereignty and mutual respect.
