[Ruling] On the Percentage of Votes Needed for the CAIN Treaty Changes

On the case of approving changes to the CAIN Treaty, it is the ruling of this court that significant changes to a treaty represents a new treaty and therefore must be ratified by the Council of Scribes by a 2/3rds majority and the Pharaoh must give assent per the Scroll of Ma'at Article II Section 1 Number 6.
