On Proscribed Regions and Organizations
While we we do our best to act with prudence and foresight, no one is omniscient and so we must craft the law that the times demand and all regions, from the mightiest superpower to the tiniest backwater, must act accordingly. Last year we passed, and I supported, the present prohibition on Proscribed Regions and Organizations. The law served Osiris in a troubled and and uncertain period in our history, but those times have passed.
It is with that spirit, that I propose the repeal of Article I, Section of the Legal Code of the Osiris Fraternal Order on Proscribed Regions and Organizations. We must judge nations on their individual merits, not on the actions of an entire body. We owe it to ourselves to examine the individual before we ban them from our shores.

While I recognize the sentiment with which this proposal is made, I believe maintaining the legal infrastructure to declare a region or group proscribed should be a kept on the books, should it be needed in the future. I would support clearing the list of groups that are proscribed.

I'll have to disagree with maintaining the legal infrastructure to do this again. Proscribing an entire region or group due to the actions of individuals with-in that group is too messy and can catch too many well-to-do individuals in the net being cast. A better alternative would be declaring the specific problematic individual(s) of the region or group PNG (Persona-Non-Grata), as was the case in the past.
In the future, we need to be painting with lines of precision. Not broad strokes.

I strongly support this proposal; instead of unnecessarily banning members of currently-proscribed regions who could otherwise contribute to Osiris and pose no security threat, we should instead focus on singling-out the members of said regions that threaten the security of Osiris and the OFO by declaring them persona non grata. Should we declare each of their new applications PNG? That doesn't make any sense to me. They read the applications to these organizations, they meet with their leadership, they know what is going on, and the conquences of it. Why would the legislator want to limit the tools it has anyway? We all, collectively, should want and have the options to do both, not settle for one or the other. I think it would be a good idea to review all the bans, roll back some of them, and add the PNG law. There are regions who are evil and hate us who I'm sure have few nations that we wouldn't assign PNG. However, this isn't about them its about our ideals and beliefs as nations of Osiris. Nation's deserve to be judged by their own actions and beliefs. Adding nuance back to the nations we ban can only be a positive in my opinion and allow us to form closer relationships with regions where we may have more in common than we think.Adytus wrote: What about in case like the Wardens where an entire organization has swore to destroy us? I think the Warden's are an extreme example that certainly doesn't represent the majority of the proscribed regions. However realistically, I would support a review of the proscribed regions and maintaining those that have made and continue to make explicit threats to Osiris. Because, unfortunately, there is a limit to diplomacy. We should also consider regular reviews of proscribed nations, where we reach out to see if a compromise is possible.
So I agree with Adytus's compromise, because adding back PNG better represents the ideals of Osiris (Hail NK!) but I do think there are malice-filled nations where compromise currently cannot be reached.
