[Passed] Expediting Discussion Periods

We talked about this a couple weeks ago and I volunteered to propose the edit but we've had a few lively debates since then that distracted me from it.

I propose we change the stipulations of clause 6 of section 2 of the Rules of the Council of Scribes from this:
(6) A minimum discussion period of three days, beginning at the time a proposal is submitted, will be required before any proposal may be brought to vote. After a motion to vote has been made and seconded in accordance with procedure, the chief scribe and their legislative deputies may delay a vote for up to seven days.
To this:
(6) A minimum discussion period of two days, beginning at the time a proposal is submitted, will be required before any proposal may be brought to vote. After a motion to vote has been made and seconded in accordance with procedure, the Chief Scribe and their legislative deputies may delay a vote for up to seven days.

Okay but I have a question: what would we classify discussion as? Are people just saying "oh I like this idea" discussion?

I did wonder about that. Seems up to the discretion of the CS. Although I personally was thinking it'd be any kind of criticism, suggestions, skepticism, or outright opposition regarding the proposal. We could add something leaving this up to the CS or trying to define it. But seems like trying to define it would send us down a rabbit hole of trying to define everything.

Wouldn't it be simpler and more straightforward just to reduce the minimum period to 48 hours?

I'd have to agree with Cormac.

As mentioned, with this we would have to definitely define what's constituted as "discussion" and I can see getting bogged down in definitions.

I'm a huge fan of KIS and I think if we want shorter discussion periods then we can just shorten them. Also, even with the shorter discussion period the CS and deputies can still delay a vote for up to 7 days yes?

I always thought "discussion" implied the [discussion] tag on most if not all proposals submitted to the Scribes. I think that seems to be the definition now for most people, and something that seems clear cut to me if we wanted to define it. And yeah, I agree with dropping the minimum to 48 hours. I would also like the CS to be able to bypass the discussion period with the assent of the Pharaoh in the event of an emergency. I think we talked about that on discord at some point.
