Acts

The Council of Scribes passes acts to establish or repeal permanent law. Acts require a simple majority (50%+1) of the Council of Scribes and the assent of the Pharaoh. A veto of the Pharaoh can be overridden by a 2/3 majority vote of the Council of Scribes.

Things to know:

• Section numbers ascent in numerical order using numbers, and restart for each article. Example: 1, 2, 3, 4, 5
• Article names are more broad than sections and subsections. Their names are usually a general word or phrase that covers what the following sections and subsections talk about.
• Section names are more narrow. It is usually a general word or phrase that follows what the following subsections talk about.
• You are not limited to how many articles, sections, or subsections you may have.

Non-Binding Resolutions

As per Article II, Section 2(2) of the Scroll of Ma'at, the Council of Scribes has “broad legislative power and may enact, amend, or repeal any law, with the assent of the Pharaoh.” Pharaoh Neo Kervoskia ruled that "broad legislative power" implies that the Council of Scribes may pass non-binding resolutions. These resolutions require a simple majority (50%+1) vote to pass. Resolutions can express opinion, give advice to another branch, etc.
