Article I: Citizenship in the OFO
Section 1: Admission to Citizenship
(1) Anyone can apply for citizenship as long as they can provide some easy to access information and an oath.
(2) The Pharaoh is the only person that can accept citizenship applications. If he doesn’t do it within seven days, it goes to vote among the Council of Priests.
(3) If you are admitted into citizenship during or within 7 days of any type of election, you aren’t allowed to vote in that election
(4) We can make more laws regarding citizenship if we want.
Section 2: Revocation of Citizenship
(1) The Chief Vizier can revoke citizenship from anyone who's nation has moved to another region or ceases to exist.
(2) We can still make more laws regarding citizenship maintenance.
(3) The Pharaoh may, with the Council of Priests’ approval, revoke citizenship from anyone who is deemed threat to the security of Osiris.
Section 3: Rights of Citizenship
(1) Citizens may vote in all elections if they maintain citizenship during the voting duration.
(2) Citizens may run for any elected office as long as they meet the qualifications established by law.
(3) These exercise of these rights may change depending on the forum's terms of service, NationStates’ rules and laws that protect the region.
Article II: Council of Scribes
Section 1: Composition, Procedures, and Powers
(1) The legislature of Osiris is called the Council of Scribes (CoS).
(2) All citizens are members of the Council of Scribes.
(3) The Pharaoh (or acting Pharaoh), Crown Prince/Princess, and the Council of Priests can’t vote on a matter presented to CoS during their term.
(4) The CoS can pass, change, and repeal any legislation with the approval of the Pharaoh.
(5) The CoS can remove any government official (except the Pharaoh and Crown Prince/Princess) from office with a ⅔ majority vote.
(6) Passing and repealing treaties require a ⅔ majority vote of the CoS and approval of Pharaoh.
(7) The CoS can amend the Scroll of Ma’at (Constitution) with a ⅔ majority vote and approval of Pharaoh.
(8) If the Pharaoh vetoes, it can be overridden by a ⅔ vote from the CoS and a ⅔ vote from the Council of Guardians.
(9) “For” and “against” votes are counted. Abstentions don’t count as a vote.
(10) Most votes require a simple majority vote to pass, unless the Scroll of Ma’at states differently.
Section 2: The Office of Chief Scribe
(1) The Chief Scribe is the head of the CoS.
(2) The Chief Scribe is elected every three months.
(3) The Chief Scribe is responsible for the CoS according to its rules/procedures.
Article III: State and Executive Government of the OFO
Section 1: Pharaoh
(1) The Pharaoh is the WA Delegate of the region and Head of State
(2) The Pharaoh serves until he resigns, leaves the WA, or his nation CTEs.
(3) The Pharaoh is responsible for in-game settings and security along with appointing Regional officers, setting endorsement limits, and keeping order in the RMB.
(4) The Pharaoh may appoint a Royal Family.
(5) The Pharaoh may establish titles of nobility that are given and taken by him and him alone.
(6) The Pharaoh can pardon or commute anyone convicted of a crime with the approval of the CoS.
Section 2: Crown Prince/Crown Princess
(1) The Pharaoh has to appoint a Crown Prince/Princess with the approval of the CoS. The Crown Prince/Princess will hold the second most endorsements in Osiris.
(2) The Crown Prince/Princess is second in line for Pharaoh.
(3) The Pharaoh may remove the Crown Prince/Princess from office.
(4) The Pharaoh can hand over some of their responsibilities to the Crown Prince/Princess.
Section 3: Council of Viziers
(1) The Council of Viziers (CoV) manages the government of Osiris.
(2) The CoV is made up of the Chief Vizier, at least two other Viziers, and the Pharaoh.
(3) We can make more laws regarding the CoV if we want to.
Section 4: The Office of Chief Vizier
(1) The Chief Vizier is the Head of Government in Osiris and leader of the CoV.
(2) The Chief Vizier is elected every three months.
(3) The Chief Vizier can appoint Viziers and deputies to the CoV with the approval of the Pharaoh.
(4) The Chief Vizier can declare war with a ⅔ vote of the CoS, a ⅔ vote of the Council of Guardians, and the assent of the Pharaoh.
Section 5: Council of Guardians
(1) The Council of Guardians (CoG) is the security council of Osiris.
(2) The CoG is made up of Guardians appointed by the Pharaoh and approved by the CoS. They serve until resignation or removal.
(3) The Pharaoh can attend CoG meetings.
(4) Guardians have to keep a WA nation in Osiris with an endorsement limit determined by the Pharaoh. The limit can’t be less than 60% of the Pharaoh’s endorsements.
(5) If the Pharaoh advocates and there is no Crown Prince/Crown Princess the CoG will determine a new Pharaoh.
(6) All decisions of the CoG require a majority vote, unless this constitution states otherwise.
(7) The CoG can make laws about how they conduct their procedures.
Section 6: Council of Priests
(1) The Council of Priests (CoP) is the judicial branch of Osiris.
(2) The CoP has three priests appointed to it. (One by the Pharaoh, Chief Vizier, and Chief Scribe)
(3) The Chief Vizier and Chief Scribe can appoint new priests when they begin a new term.
(4) The Pharaoh may appoint a new priest after three months.
(5) If a new appointment is not made within 10 days of the dates mentioned above, the current priest will serve the rest of the term.
(6) The CoP is responsible for criminal and civil charges, determining guilt, and imposing penalties.
(7) The CoP is responsible for determining whether any challenges to regional law or this constitution exist.
(8) Except as outlined by this constitution, the CoP has the final say in sentencing and interpretation of laws, making them the final arbiter of justice.
(9) Except as outlined by this constitution, all decisions by the CoP needs a ⅔ decision to take affect
(10) The way the CoP makes decisions is to be determined internally.
Article IV: Forum of the OFO
Section 1: Official Regional Forum
(1) The forum link is this:

(2) Should the forum cease to exist, forum administration is authorized to establish a replacement.
(3) The official forum may not be replaced without an amendment to this constitution.
Section 2: Forum Administration
(1) Administration will be in charge of the technical needs of the forum.
(2) No law shall be passed that interferes with the forum administration's responsibility to safeguard the out-of-character security of the community.
(3) Forum administration has the final say on all forum permissions and may deny any permission if they deem it a threat to security, denied permissions can not be appealed.
Article V: Other Provisions
Section 1: Government Officers
(1) The Pharaoh, Crown Prince/Princess, Chief Vizier, Chief Scribe, and the CoP are all senior office positions. You may not serve in more than one senior position.
(2) Viziers, Guardians, and all deputies are considered junior officer positions and may serve in any other office.
(3) Any government office may only be filled by citizens. Only citizens may vote for elected officers.
(4) If an officer’s (Border control officer) nation CTE, relocates, or they become inactive for one month, their office(s) shall be vacated unless the Pharaoh has approved an emergency leave of absence.
Section 2: Legal Supremacy and Continuity
(1) This constitution is legit, it is above all other laws. Nothing can contradict it.
(2) The Osiris Fraternal Order (OFO) governed by this constitution retains legal continuity with the Osiris Fraternal Order governed by the State Code of Osiris.
(3) Laws passed by the CoS under the authority of the government of the OFO, and with the assent of the Pharaoh, will remain enacted unless it’s repealed and as long as it doesn’t contradict this constitution.
(4) Those that were citizens of the Transitional Government of the OFO at the time of this constitution's ratification are spontaneously enrolled as citizens under this constitution.
