Fourth Amendment to the Rules of the Council of Scribes Section 1: Amendment to the Rules of the Council of Scribes

(1) Section 1(2) of the Rules of the Council of Scribes will be amended as follows:
Current Text wrote:(2) Citizens of the Osiris Fraternal Order, the Pharaoh or Acting Pharaoh excepted, will have a vote on all proposals and in all elections.
Amendment Text wrote:(2) Citizens of the Osiris Fraternal Order will have a vote on all proposals and in all elections, excepting the Pharaoh, Acting Pharaoh, Crown Prince/Crown Princess, and Priests.
(2) Section 1(4) of the Rules of the Council of Scribes will be amended as follows:
Current Text wrote:(4) If the office of Chief Scribe is vacant, or for the duration of discussion and voting on a motion to remove the Chief Scribe from office, the business of the Council will be administered by a deputy previously designated by the Chief Scribe. If no deputy is available, the business of the Council will be administered by the Pharaoh, by the Heir Apparent if designated by the Pharaoh, or by a Guardian designated by the Council of Guardians.

(3) Section 2(6) of the Rules of the Council of Scribes will be amended as follows:
Current Text wrote:(6) After a motion to vote has been made and seconded in accordance with procedure, the Chief Scribe and their legislative deputies may delay a vote for up to seven days.
Amendment Text wrote:(6) A minimum discussion period of three days, beginning at the time a proposal is submitted, will be required before any proposal may be brought to vote. After a motion to vote has been made and seconded in accordance with procedure, the Chief Scribe and their legislative deputies may delay a vote for up to seven days.
I originally was just going to amend Section 2(6) to require a minimum discussion period of three days for all proposals, but then as I was reading the Rules of the Council, I noticed that Sections 1(2) and 1(4) also needed amended to be brought in line with the recent constitutional amendments. So, what this would do:
  • Prevents the Pharaoh, Acting Pharaoh, Crown Prince(ss), and Priests from voting in the Council of Scribes, in accordance with the new language of the Scroll of Ma'at.
  • Changes "Heir Apparent" in Section 1(4) to "Crown Prince/Crown Princess" to reflect the new language of the Scroll of Ma'at.
  • Requires a minimum discussion period of three days before any proposal before the Council of Scribes may be brought to vote, to solve the problem we've been having lately regarding objections to proposals going to vote too quickly. This way there will be clear standards everyone understands and to which a majority of us have agreed (assuming this passes).
Although the new rule is not yet in effect, I would ask the Chief Scribe not to permit this to be brought to vote until it has had a minimum three day discussion period. Might as well practice what I preach. :P

I support these amendments! I was going to get around to amending these in compliance with the new constitutional amendments, but it looks like you did it already. :D
