Second Proscribed Regions and Organizations Amendment Section 1: Amendment to the Legal Code of the Osiris Fraternal Order

(1) The following will be amended into the Legal Code of the Osiris Fraternal Order as Article I, Section 3(8):

(8) The above provisions against participation in or diplomatic relations with proscribed regions or organizations will not apply to official diplomatic duties on behalf of other regions to the proscribed regions or organizations or to participation in invasion, occupation, conquest, infiltration for the purpose of espionage or subversion, or other such action taken against proscribed regions or organizations.

(2) Article I, Section 3(7) of the Legal Code of the Osiris Fraternal Order will be amended as follows:

This is pretty straightforward. We forgot to make any provision for participating in action against a proscribed region or organization, and we also forgot to make provision for updating the list of proscribed regions and organizations when that status is rescinded. So this legislation makes provision for those circumstances.

As a reminder for context, this is the current full text of Article I, Section 3 of the Legal Code:

Section 3: Proscribed Regions and Organizations

(1) The Council of Scribes may, with the assent of the Pharaoh, establish certain regions or organizations as proscribed, and rescind the proscribed status of these regions or organizations.
(2) No individual participating in a proscribed region or organization may be admitted to citizenship until ending such participation.
(3) Citizenship will automatically be revoked from any citizen discovered to be participating in a proscribed region or organization, following a 72 hour grace period in which the citizen may end participation in the proscribed region or organization.
(4) Citizenship will automatically be revoked, without any grace period, from any citizen discovered to have been participating in a proscribed region or organization at the time of their admission to citizenship, if such participation was excluded from their application for citizenship.
(5) Any application for diplomatic visa or embassies filed on behalf of a proscribed region or organization will not be approved. Any embassy already maintained with a proscribed region or organization will immediately be closed.
(6) The following regions and organizations are established as proscribed regions and organizations: 10000 Islands; The Order of the Grey Wardens, and any region or organization hosting an official outpost of The Order of the Grey Wardens; Renegade Islands Alliance; and Thuria.
(7) The above clause may automatically be updated by the Chief Scribe or legislative deputies upon the establishment of additional proscribed regions or organizations.

I know that it is not the purpose of the amendment, but the fact that someone who is a citizen of Osiris but is acting on behalf of another region as a diplomat in one of the prescribed regions can have their citizenship removed makes me a bit uneasy. I guess the person in question could just request to be assigned somewhere else, but still. Is there no possibility that in this case there can be some leeway?

Otherwise seems fine to me.

Actually, it isn't the intention of this law to penalize someone just for being a diplomat to a proscribed region or organization. But now that you mention it, I can see how that could be construed as "participation." I'll come back to this later today and think of an amendment related to that, so just participating as a diplomat won't be actionable. Thanks for bringing that up.

Would that fix it?

I don't want to strike "or diplomatic relations with," because that refers to the prohibition against Osiris having diplomatic relations with a proscribed region, which in the case of an invasion would prevent us from establishing an in-game embassy. But your proposed addition should take care of it; I'll add it to the draft.
