Approval for Revocation of Citizenship: Scieca
Pursuant to Article I, Section 2(3) of the Scroll of Ma'at, the office of the Pharaoh submits for the approval of the Council of Guardians the revocation of Scieca's citizenship. Although the recently declared regional state of emergency, which empowers the office of the Pharaoh to revoke citizenship without approval from the Council of Guardians, is still ongoing, as this matter is unrelated to the cause of the regional state of emergency the office of the Pharaoh has opted to pursue this through the ordinary process.
The office of the Pharaoh also notifies the Council of Guardians that Scieca has been ejected and banned from Osiris, pending the outcome of this approval vote.
First and most importantly, Scieca has admitted to remaining in contact with delete-on-sight former player Coraxion, who continues to seek to access and influence the NationStates website in contravention of his delete-on-sight designation. NationStates Moderation has made clear that communicating with such players is unacceptable, and that while they will not accept off-site evidence for on-site action, any player caught assisting delete-on-sight former players in accessing or influencing NationStates, with evidence that is admissible on-site, will face action from Moderation. It has also become clear, following the Predator cheating scandal, that the actions of individual players can also bring punishment upon regions, as The Black Riders and DEN, as well as their associated regions, were deleted as punishment for the Predator scandal. Any player who continues to communicate with Coraxion is playing with fire, and constitutes a significant threat to the security and stability of Osiris.

The office of the Pharaoh is aware that the Council of Guardians does not yet have established procedures for handling such approval votes. This streamlined process now exists so that we can handle threats to regional security more quickly and efficiently, but it should not be a rubber stamp in which no real discussion or deliberation occurs. The office of the Pharaoh requests that the Heir Apparent, as chairperson and spokesperson of the Council of Guardians, facilitate a 24-48 hour period of discussion, to be followed by a vote.
