As most of you are aware, egregious rules violations by an individual are no longer an individual matter. When numerous raiders were caught using the illegal Predator script for the purpose of tag raiding, not only were those individuals punished, but The Black Riders and DEN were permanently deleted at a regional level, and moderators indicated that any future mass rules violations could result in raiding being banned altogether. Moderators also indicated that no region, including a game-created region, would be safe from the kind of punishments exacted against The Black Riders and DEN. Even though this is, by now, well known, several raiders, including four citizens of Osiris, have recently been caught participating in a Skype chat with delete-on-sight former players Halcones and Coraxion, the former of whom created the Predator script (as well as the previous illegal recruitment script that saw the Founder of The Black Riders deleted), and the latter of whom made extensive use of the Predator script despite knowing it was illegal. Coraxion still actively attempts to directly access and indirectly influence NationStates at an in-game level, and regularly discusses things like "DOS Gameplay" and raiding with "ghosts" (i.e., delete-on-sight former players). While I'm reasonably certain no Osiran has ever assisted him in carrying out any of this, communicating with these two players at all is just plain unacceptable. Communicating with these two players could get raiding banned. Communicating with these two players could get Osiris deleted. I really do not know what any of them were thinking.
What this proposal does is allows the Pharaoh to summarily eject and/or ban any nation to preserve in-game regional security and stability, including citizen nations, with the caveat that a citizen's in-game ban could not be used to revoke citizenship on the grounds of failure to maintain a nation, and could be reversed if the citizen is not found guilty of a crime. This is necessary so that the Delegate of Osiris isn't seen by moderators to be dithering over ejection and ban of someone who has egregiously violated the rules. This proposal also creates "Regional Endangerment" as a high crime, and includes egregious rules violations, knowingly failing to report egregious rules violations by another, and communicating with delete-on-sight former players who are still trying to directly access or indirectly influence NationStates in-game.
It should be noted that these crimes will not be retroactively applied, as that is unconstitutional. None of the four Osirans who were in that chat with Halcones and Coraxion will be charged with this new crime. But we need to get these laws on the books, and once they are on the books, let me be very, very clear: If anyone is caught pulling this shit again, they will be prosecuted, and the prosecution will seek the maximum penalty -- permanent ban from Osiris.
