The office of the Pharaoh withdraws the first charge, related to the applicant's role in the war between Osiris and Lazarus, due to the length of time that has passed since that incident, the fact that it occurred under a previous and now defunct government of Osiris, the complexity of the situation, and the difficulty in obtaining complete evidence from that time period.
The office of the Pharaoh also withdraws the third charge, related to allegations of the applicant's involvement with the re-founding of Islamic Republics of Iran, due to the circumstantial nature of such allegations and the lack of available evidence. The allegations arose due to the applicant being the first person to produce a link to Islamic Republics of Iran via the Grey Wardens Discord server shortly after Islamic Republics of Iran was re-founded in the name of the Grey Wardens. Priests Tim Stark and Applebania, both of whom have access to the chat history on the Grey Wardens Discord server, can attest to this, but I can no longer produce evidence as I have left the Grey Wardens Discord server. Nonetheless, merely being the first to produce a link to the newly re-founded region does not prove involvement in its re-founding, and therefore the office of the Pharaoh withdraws this charge.
The office of the Pharaoh chooses to focus on the second charge, that the applicant was involved with the opposition regime lead by The Almighty Jesus Whale during the April 2016 conflict against the government of Osiris. As the applicant himself has conceded, he served as Lazarene military liaison to the opposition regime. In his capacity as Lazarene military liaison, he was tasked with executing the will of the Lazarene Assembly, which had condemned the leadership of the Transitional Government of the Osiris Fraternal Order, recognized "The Almighty Jesus Whale as the legitimate and democratically elected Delegate of Osiris," committed "all available military forces to aid the recovery of Osiris" from the Transitional Government, and committed the applicant "as an official liaison to Jesus Whale's government to assist in the efforts."

There is evidence of the applicant providing public advice to the opposition regime, including advice to continue spamming the Regional Message Board of Osiris with propaganda against the government of Osiris, as well as advice to change their national mottoes to advertise the URL of the opposition regime forum, which was an illegally established forum even under the defunct State Code of Osiris to which the opposition regime and their foreign supporters, including the applicant, still claimed to adhere (cf. Section 7.1, State Code of Osiris).

The applicant engaged in public mockery of Koth, our forum root administrator and, at the time, a Scribe of the Transitional Government of the Osiris Fraternal Order, when he approached the opposition regime via their illegal forum to offer a compromise that would have seen peace between the Transitional Government and the opposition regime. For this public mockery, the applicant was admonished by the pretender to the Delegacy of Osiris, The Almighty Jesus Whale. The applicant's behavior toward the Transitional Government went too far even by the standards of the opposition regime's leader, who was exiled from Osiris, in part, due to his own toxic behavior.

It should be noted that this evidence only constitutes that which can be easily discovered as a matter of public record. As the applicant served as the Lazarene military liaison to the opposition regime, it can be reasonably assumed that the applicant privately provided the opposition regime with even more aid and comfort in their attempts to overthrow the government of Osiris.
Finally, the applicant's assertion that he was merely acting on behalf of Lazarus and doing his duty as the liaison of another region is misleading. The applicant went above and beyond the mandate of the Lazarene Assembly when he applied for "citizenship" in the opposition regime, swearing an oath of loyalty to the opposition regime and their defunct laws. There is no public record to indicate that the Lazarene Assembly or any Lazarene official directed the applicant to apply for "citizenship" or swear an oath of loyalty to the opposition regime, leading to the reasonable conclusion that the decision to apply for "citizenship" and swear such an oath was a personal decision made by the applicant independent of Lazarene interests.

The applicant's assertion that he "quicky disavowed that group for various reasons," indicating that he quickly disavowed the opposition regime, cannot be verified by the office of the Pharaoh as a matter of public record. The office of the Pharaoh requests that the applicant produce evidence of such disavowal, if such evidence exists. As a matter of public record, the office of the Pharaoh can find no evidence that the applicant has ever disavowed the opposition regime or renounced his oath of "citizenship" in the opposition regime.
It could be argued that the office of the Pharaoh has admitted others who participated in the opposition regime to citizenship in the Osiris Fraternal Order without controversy, and that the applicant should, therefore, also be admitted to citizenship. The office of the Pharaoh, in anticipation of this argument, notes that all former participants in the opposition regime are not equal. A citizen like Kyorgia, who has made significant and substantive contributions to the Osiris Fraternal Order, is not identical to a former citizen like Ikania, whose participation here seemed limited to advancing his own political ambitions and those of his allies. And yet even Ikania, who likely would not be admitted to citizenship by the office of the Pharaoh, has made more substantive contribution to the Osiris Fraternal Order than has the applicant, insofar as the applicant has never made any substantive contribution to the Osiris Fraternal Order at all.
It should also be noted that, already since applying for citizenship in the Osiris Fraternal Order, the applicant has demonstrated that he is not seeking positive participation in the Osiris Fraternal Order in good faith. The applicant's forum signature appears to be intended to undermine the credibility and legitimacy of the office of the Pharaoh, and thus of the state over which the Pharaoh presides and the government that acts in the name of the Pharaoh. In the process of appealing the rejection of his citizenship application, the applicant has attempted to impeach the loyalty of Neo Kervoskia, Heir Apparent of Osiris, and Dalimbar, former Chief Scribe of Osiris, in order to justify the applicant's assertion that he should be admitted to citizenship. Finally, the applicant, in responding to the statement posted by the office of the Pharaoh on the NationStates Gameplay forum in response to the seizure of Islamic Republics of Iran by the Order of the Grey Wardens, has responded to that statement with sarcastic mockery. There should be no question, given the applicant's long history of hostility toward Osiris and his present behavior, that the applicant has no intention of participating as a citizen of the Osiris Fraternal Order in good faith.

In summary, based on the evidence provided, the office of the Pharaoh has found that the applicant is not only too great a security risk to be admitted to citizenship, but too great a security risk to be permitted any presence in Osiris at all. Put simply, the applicant is now and has for some time been an enemy of the Osiran state. Admitting the applicant to citizenship would mean admitting an enemy of the state to the Council of Scribes, our legislature, and extending to an enemy of the state the rights and protections of citizenship, which he may then exploit to do damage to Osiris provided he limits such damage to the constraints of the law. As we have seen in the past, here and elsewhere, much damage can be done to a region within the constraints of the law. Admitting the applicant to citizenship would constitute grave disregard of the responsibility all of us have, as government officers, to ensure the security and stability of Osiris.
