Osiris Fraternal Order

As is my legal right, I request an appeal on the denial of my citizenship in Osiris.

I was denied firstly on the grounds of being a party of the 2014 war. Firstly, I'd like to note that it was Osiris' Cormac led government that initially declared war on Lazarus. Secondly, the current Osiris cabinet contains member Neo Kervoskia and Osiris also allows Dalimbar citizenship, who, as you know, were in my cabinet in Lazarus during the war.

The second charge is about my relation to A Jesus Whale's abortive attempt at controlling Osiris. Indeed, I was appointed as Lazarus' official Liaison to that group, but I quickly disavowed that group for various reasons.

The third charge is a totally uncofirmed rumor involving Islamic Republics of Iran. I've in no way indicated my involvement in that event.

Ahoy hoy! Unless I see a significant objection from my colleagues I'll be serving as your friendly neighborhood presiding priest for this appeal. In the interest of concluding this as soon as possible, I'd like to offer either the Pharaoh (who denied this originally) and/or his designated Vizier 96 hours to provide me with evidence either here or in a private message as to the veracity or lack thereof of these claims. At the end of those 96 hours I will render a decision as the presiding priest (which either side will be able to appeal to the greater council).

Just to note, you'll also be able to provide me with any evidence you'd like to disprove any claims made during this 96 hour period. No claims will be allowed in PM, only evidence to support any claims made in this thread, so you will be able to respond to any charge.

That should about cover it, I believe.

The office of the Pharaoh withdraws the first charge, related to the applicant's role in the war between Osiris and Lazarus, due to the length of time that has passed since that incident, the fact that it occurred under a previous and now defunct government of Osiris, the complexity of the situation, and the difficulty in obtaining complete evidence from that time period.

The office of the Pharaoh also withdraws the third charge, related to allegations of the applicant's involvement with the re-founding of Islamic Republics of Iran, due to the circumstantial nature of such allegations and the lack of available evidence. The allegations arose due to the applicant being the first person to produce a link to Islamic Republics of Iran via the Grey Wardens Discord server shortly after Islamic Republics of Iran was re-founded in the name of the Grey Wardens. Priests Tim Stark and Applebania, both of whom have access to the chat history on the Grey Wardens Discord server, can attest to this, but I can no longer produce evidence as I have left the Grey Wardens Discord server. Nonetheless, merely being the first to produce a link to the newly re-founded region does not prove involvement in its re-founding, and therefore the office of the Pharaoh withdraws this charge.

The office of the Pharaoh chooses to focus on the second charge, that the applicant was involved with the opposition regime lead by The Almighty Jesus Whale during the April 2016 conflict against the government of Osiris. As the applicant himself has conceded, he served as Lazarene military liaison to the opposition regime. In his capacity as Lazarene military liaison, he was tasked with executing the will of the Lazarene Assembly, which had condemned the leadership of the Transitional Government of the Osiris Fraternal Order, recognized "The Almighty Jesus Whale as the legitimate and democratically elected Delegate of Osiris," committed "all available military forces to aid the recovery of Osiris" from the Transitional Government, and committed the applicant "as an official liaison to Jesus Whale's government to assist in the efforts."

There is evidence of the applicant providing public advice to the opposition regime, including advice to continue spamming the Regional Message Board of Osiris with propaganda against the government of Osiris, as well as advice to change their national mottoes to advertise the URL of the opposition regime forum, which was an illegally established forum even under the defunct State Code of Osiris to which the opposition regime and their foreign supporters, including the applicant, still claimed to adhere (cf. Section 7.1, State Code of Osiris).

The applicant engaged in public mockery of Koth, our forum root administrator and, at the time, a Scribe of the Transitional Government of the Osiris Fraternal Order, when he approached the opposition regime via their illegal forum to offer a compromise that would have seen peace between the Transitional Government and the opposition regime. For this public mockery, the applicant was admonished by the pretender to the Delegacy of Osiris, The Almighty Jesus Whale. The applicant's behavior toward the Transitional Government went too far even by the standards of the opposition regime's leader, who was exiled from Osiris, in part, due to his own toxic behavior.

It should be noted that this evidence only constitutes that which can be easily discovered as a matter of public record. As the applicant served as the Lazarene military liaison to the opposition regime, it can be reasonably assumed that the applicant privately provided the opposition regime with even more aid and comfort in their attempts to overthrow the government of Osiris.

Finally, the applicant's assertion that he was merely acting on behalf of Lazarus and doing his duty as the liaison of another region is misleading. The applicant went above and beyond the mandate of the Lazarene Assembly when he applied for "citizenship" in the opposition regime, swearing an oath of loyalty to the opposition regime and their defunct laws. There is no public record to indicate that the Lazarene Assembly or any Lazarene official directed the applicant to apply for "citizenship" or swear an oath of loyalty to the opposition regime, leading to the reasonable conclusion that the decision to apply for "citizenship" and swear such an oath was a personal decision made by the applicant independent of Lazarene interests.

The applicant's assertion that he "quicky disavowed that group for various reasons," indicating that he quickly disavowed the opposition regime, cannot be verified by the office of the Pharaoh as a matter of public record. The office of the Pharaoh requests that the applicant produce evidence of such disavowal, if such evidence exists. As a matter of public record, the office of the Pharaoh can find no evidence that the applicant has ever disavowed the opposition regime or renounced his oath of "citizenship" in the opposition regime.

It could be argued that the office of the Pharaoh has admitted others who participated in the opposition regime to citizenship in the Osiris Fraternal Order without controversy, and that the applicant should, therefore, also be admitted to citizenship. The office of the Pharaoh, in anticipation of this argument, notes that all former participants in the opposition regime are not equal. A citizen like Kyorgia, who has made significant and substantive contributions to the Osiris Fraternal Order, is not identical to a former citizen like Ikania, whose participation here seemed limited to advancing his own political ambitions and those of his allies. And yet even Ikania, who likely would not be admitted to citizenship by the office of the Pharaoh, has made more substantive contribution to the Osiris Fraternal Order than has the applicant, insofar as the applicant has never made any substantive contribution to the Osiris Fraternal Order at all.

It should also be noted that, already since applying for citizenship in the Osiris Fraternal Order, the applicant has demonstrated that he is not seeking positive participation in the Osiris Fraternal Order in good faith. The applicant's forum signature appears to be intended to undermine the credibility and legitimacy of the office of the Pharaoh, and thus of the state over which the Pharaoh presides and the government that acts in the name of the Pharaoh. In the process of appealing the rejection of his citizenship application, the applicant has attempted to impeach the loyalty of Neo Kervoskia, Heir Apparent of Osiris, and Dalimbar, former Chief Scribe of Osiris, in order to justify the applicant's assertion that he should be admitted to citizenship. Finally, the applicant, in responding to the statement posted by the office of the Pharaoh on the NationStates Gameplay forum in response to the seizure of Islamic Republics of Iran by the Order of the Grey Wardens, has responded to that statement with sarcastic mockery. There should be no question, given the applicant's long history of hostility toward Osiris and his present behavior, that the applicant has no intention of participating as a citizen of the Osiris Fraternal Order in good faith.

In summary, based on the evidence provided, the office of the Pharaoh has found that the applicant is not only too great a security risk to be admitted to citizenship, but too great a security risk to be permitted any presence in Osiris at all. Put simply, the applicant is now and has for some time been an enemy of the Osiran state. Admitting the applicant to citizenship would mean admitting an enemy of the state to the Council of Scribes, our legislature, and extending to an enemy of the state the rights and protections of citizenship, which he may then exploit to do damage to Osiris provided he limits such damage to the constraints of the law. As we have seen in the past, here and elsewhere, much damage can be done to a region within the constraints of the law. Admitting the applicant to citizenship would constitute grave disregard of the responsibility all of us have, as government officers, to ensure the security and stability of Osiris.

The office of the Pharaoh thanks the Council of Priests for its consideration of this evidence.

After spending a bit of time reading the Scroll of the Ma'at, I'm altering this procedure to be in full compliance with the constitution (mostly it's a smallish tweak from "you can appeal this to the full council" to "the full council will vote on this from the start").

The 96 hour period will remain in place and begin from the point of Funk's first post in this thread, but at the end of that 96 hours, the full council of priests will initiate a vote based on the evidence presented. That vote will last no longer than 72 hours (bringing the total appeals process in just under the 7 days alloted by the constitution).

On Sep 15 2016 at 04:41 PM the tally of "accept" (to accept the applicant) and "reject" (to reject the applicant) votes shall be entered into the record, with the final decision being which among those options has 50%+1 of the voting priests voting for that option. In the event that no option has 50%+1 of the tally, the court will take no action and the original decision will stand.

I submit this screenshot as proof of my disavowment of AJW. It is not publicly viewable, as it is in a private LLA forum and I am removing some context so as to not release any confidential information. I am within my right to do this as General of the LLA. I have also privately discussed a further distaste for AJW's attempt in stronger terms. I did fight against the current administration, but I have no major issues with its legitimacy and have not since about the time of this post.

It is a bizarre argument, to me, that I should not be allowed citizenship because I have not made any contributions to the region. How could I possibly contribute if I'm not being allowed citizenship? Perhaps I could prove a productive member of this diverse and accepting region if I was not discriminated against in a manner that Kyorgia and Ike were not.

In fact, I helped to support Pharaoh Cormac in his fight against the Gatesville coup in 2013.

I am not "impeaching the loyalty" of Dalimbar and Neo Kervoskia, just pointing out the fact that they were very active in Lazarus during the time we recieved Osiris' war declaration, written by Cormac himself. In fact, they were major reasons why Osiris declared war in the first place. So my part in this war, according to precedent, should have no weight on whether I should be a citizen or not.

"The People's Republic of Lazarus has also provocatively not only harbored, but promoted individuals with a long record of hostility and aggression against Osiris, until now without official comment from the Osiris Fraternal Order. Former Chairman Milograd appointed Dalimbar to serve as his Governor of Diplomacy, the equivalent of Minister of Foreign Affairs in many regions, very shortly after establishment of the Osiris Fraternal Order and Dalimbar's exile from Osiris. This was followed by former Chairman Kazmr's appointment of New Kervoskia as Governor of Information, responsible for publication of The Lazarene Gazette, the official anti-imperialist propaganda of the People's Republic.

Both Dalimbar and New Kervoskia are well known members of the paramilitary terrorist organization known as The Empire, exiled from Osiris by the Osiris Fraternal Order on 10 December 2013. Both participated in the brief December 2012 coup d'etat against Osiris as rogue Delegates during that coup, and both participated in the subversion and obstruction of the government of Detective Figs (Astarial) during Fall 2013. Dalimbar has never publicly withdrawn his opposition to the Osiris Fraternal Order or his commitment to its overthrow, made clear in the days following the Fraternal Order's establishment. It should be noted that both Dalimbar and New Kersovkia have also taken aggressive actions, including coups d'etat, against other Feeders and Sinkers over the years."

My signature should have no bearing on my right to citizenship. That is unless criticism of the hypocrisy of some politicians in Osiris counts as a threat against the stability of its form of governance.

At no point in the applicant's so-called disavowal did the applicant unequivocally state that he had abandoned support for the opposition regime, nor efforts to overthrow the Transitional Government of the Osiris Fraternal Order. The evidence the applicant has provided demonstrates an expression of frustration made privately to a select few Lazarenes, not a public, unequivocal disavowal of the opposition regime. It is doubtful that anything even approaching such a disavowal has ever occurred either in private or in public. Moreover, the office of the Pharaoh will again note, as the applicant has failed to address the issue, that there is no public record of the applicant renouncing his citizenship in and oath of loyalty to the opposition regime.

The applicant could have applied for citizenship and made contributions to Osiris before the conflict of April 2016; he did not. It is no one's fault but the applicant's that the extent of his prior involvement in Osiris was to participate in an internal conflict as a foreign combatant on behalf of a region that had no remotely viable legal obligation to intervene. The Osiris Fraternal Order is under no obligation to admit the applicant to citizenship in order to provide him with an opportunity to prove that he will make constructive contributions to Osiris, when he could just as easily use the rights and protections of citizenship and the access to the Council of Scribes that would be afforded to him as a citizen to continue pursuing his extensive record of hostility against Osiris.

Nonetheless, it is incorrect to argue that there exist no alternative means for the applicant to contribute. The applicant could apply for the Guest Visa program, which would allow him many options for participation, but would not afford him access to the Council of Scribes to use as his weapon against Osiris, nor the rights and protections of citizenship to use as his shield. If the applicant were to operate in good faith as a participant in the Guest Visa program, and were to demonstrate such through active and consistent participation of a constructive nature over a period of several months, a future citizenship application may be approved by the office of the Pharaoh. As it stands, however, it would be irresponsible to admit the applicant to citizenship without the applicant first having taken any action whatsoever to demonstrate that he is operating in good faith.

More than three years and three major alterations to the Osiran form of government later, and following major developments in the applicant's gameplay pursuits as well, the office of the Pharaoh fails to see the relevance of the applicant's assistance against the July 2013 coup d'etat. Circumstances change. Priorities change.

It could also be noted that the Osiris Fraternal Order, under the leadership of then-Pharaoh Tim Stark, assisted the applicant against the Spring 2015 coup d'etat perpetrated against Lazarus by rogue Delegate Stujenske, et al. This did not prevent the applicant from later opting to support the opposition regime against the Transitional Government of the Osiris Fraternal Order, which was established as Tim Stark's last act as Pharaoh.

The office of the Pharaoh notes that the applicant declined to address his antagonism, directed toward the Osiris Fraternal Order as a whole, in the NationStates Gameplay forum in response to our statement regarding the seizure of Islamic Republics of Iran by the Grey Wardens. Both examples, as well as the subtle attempts the applicant has made to exploit and stir up past divisions in Osiris throughout this appeal process, reflect the same attitude the applicant has demonstrated toward Osiris in the past, indicating that there has been no significant change in the applicant's attitude toward Osiris. The applicant's open antagonism toward citizens of Osiris demonstrates that he is not seeking citizenship in good faith. If he is already seeking to antagonize citizens of Osiris before being admitted to citizenship, knowing that his application could still be rejected, to what extent will he seek to antagonize citizens of Osiris and generate discord in the regional community once he is admitted to citizenship and afforded the rights and protections of citizenship?

There is no question, given the applicant's extensive record of hostility toward Osiris and his support for the opposition regime during the April 2016 conflict, that he constitutes a threat to the security of Osiris and to the stability of our government. Nonetheless, regional security and governmental stability should not be our only concerns. Until he demonstrates that he is willing to operate here in good faith and with a positive attitude toward our community, the applicant should not be admitted to citizenship. The Osiris Fraternal Order has not only a right, but an obligation, to reject an applicant for citizenship who is reasonably believed to be applying for citizenship for the purpose of disrupting and damaging our community. The community matters before all else, and if the applicant doesn't understand that and can only see citizenship in terms of regional security or governmental stability, that only further highlights that he has no better understanding of Osiris than he did five months ago, and illustrates how out of place and disruptive the applicant would be in our community.

As the Council of Priests has been vacated due to the current state of emergency, the applicant is advised that this appeal is on hold for the duration of the state of emergency.

The Guest Visa granted to you to appeal your rejection will also be revoked until such a time as your appeal can move forward.

As recent amendments to the laws of the Osiris Fraternal Order have abolished the Council of Priests, and there is no longer an appeal process for rejection of citizenship applications, this appeal cannot move forward.

The office of the Pharaoh is delighted to inform the applicant that the rejection of his citizenship application is final and he will not be admitted to citizenship.
