The Resolution Ordinance
1. The Council of Scribes, in it's capacity as the regional legislature of Osiris, shall have the ability to vote to formally condemn nations, regions, individuals or organizations for actions considered to be against the beliefs and established practices of Osiris.
2. The Council of Scribes, in it's capacity as the regional legislature of Osiris, shall have the ability to vote to formally commend any nations, regions, individuals, or organizations on behavior considered to be corresponding with that of the region of Osiris.
3. Any resolution passed by the Council of Scribes is to serve as an advisory opinion only for the executive government of Osiris.
Any thoughts?

I'm not sure the proposal is entirely needed, as the Council of Scribes probably already has this implied power. Since these commendations and condemnations would be advisory and non-binding, it probably doesn't need to be legally articulated.
That said, it doesn't hurt anything to include explicit legal language either. I would suggest making it an amendment to the Legal Code though, because we're trying to make sure most laws are contained within the Legal Code to make them easier to find.

With all due respect, I have to say I am entirely against the idea. The scenario is easy to invision where the Council of Scribes jeopardizes progress being made with another region or organization by passing one of these resolutions while the Pharaoh and his representatives are working toward a goal. I feel that one of these resolutions brings a great deal of risk with no tangible benefit.
It's gambling our reputation and foreign affairs objectives for the chance at winning nothing.

I agree as it allows the Scribes to do more with regards to rewarding or condemning nations
