Second Royal Proclamation from the Pharaoh of Osiris
On Grand Central's Tolerance of Out-of-Character Harassment

It is hereby proclaimed by His Royal Majesty Cormac of House Sethos, Pharaoh of Osiris, First Lord of the Nile, and Great Slayer of Cetacea:

It has come to the attention of the Pharaoh and the Council of Viziers that the region Grand Central has admitted to citizenship two individuals known for engaging in blatant, grievous, and repeated acts of harassment against other players. These two individuals, commonly known as Nuke and Feuer Ritter, are banned from multiple other regions, including respectable raider regions. Osiris will not tolerate out-of-character harassment, nor will we tolerate regions that enable such harassment by granting safe haven to those who have engaged in such reprehensible behavior. In order to make this zero tolerance policy clear, the Pharaoh hereby proclaims the following directives:

(1) No future applicant for citizenship who includes residency or citizenship in Grand Central on their application for citizenship will be admitted to citizenship. Failure to disclose residency or citizenship in Grand Central will be prosecuted to the maximum extent permitted by law.

(2) Current dual citizens of Osiris and Grand Central will be barred from future appointment to the office of Chief Vizier, to the Council of Viziers, and to the Council of Priests. Any dual citizen wishing to serve as Chief Vizier, Vizier, or Priest in the future must first resign their citizenship in Grand Central.

(3) No future application for diplomatic visa or embassies filed on behalf of Grand Central will be accepted.

(4) The Sekhmet Legion of Osiris is prohibited from engaging in military operations in which members of the Grand Central Regiment, acting on behalf of the Grand Central Regiment, are included, or in which Nuke or Feuer Ritter are included in any capacity, unless there exists a legal requirement to participate in such operations.

(5) The Sekhmet Legion of Osiris is directed to engage in operations against the Grand Central Regiment whenever possible, provided such engagement is consistent with other diplomatic and military commitments. The Sekhmet Legion of Osiris is authorized to invade and use maximum force against Grand Central should such an opportunity present itself in the future.

Addendum: Residents and citizens of Grand Central may, on a case by case basis, be exempt from provisions (1) and (2) of this Royal Proclamation provided they are willing to make the following affirmation:

I, [Name], affirm as a resident of Grand Central that I am committed to the expulsion of players known to have engaged in out-of-character harassment from the region Grand Central, and I further affirm that I am committed to systematic change in Grand Central to ensure that such players are not welcome in Grand Central in the future. I affirm that I will work to pursue these goals as a resident of Grand Central.

This isn't a war, just to clarify. Only the Council of Scribes can declare war. The Legion invades regions without a declaration of war on a regular basis, so this Proclamation simply makes clear -- among other directives -- that the Legion is authorized to invade Grand Central should the opportunity arise in the future.

You're free to resign citizenship in Grand Central, but nobody is required to do that. It's necessary due to the clear conflict of interest to restrict dual citizens from serving on the Council of Viziers or the Council of Priests in the future though.

Just to clarify once again, since this is being misinterpreted:

This is not a declaration of war, and no declaration of war will be made unless the Council of Scribes declares war. Only the Council of Scribes can declare war, with the concurrence of the Council of Priests and the assent of the Pharaoh. It is a deliberative process and it is, I will add, a process that should only be used when necessary.

With Grand Central, it isn't necessary. It isn't necessary to declare war against a backwater of cheaters and out-of-character deviants who will, in a year's time, have dispersed and left Grand Central to wither as it should. Declarations of war are reserved for regions of equal power and prestige, not for regions that we smack with a fly swatter like the pests they are.
