Article II: Council of Scribes; Section 1: Composition and Procedure of the Council in the Scroll of Ma'at current states:
excerpt wrote:(6) If the office of Chief Scribe is vacant, or for the duration of discussion and voting on a motion to remove the Chief Scribe from office, the business of the Council will be administered by the Pharaoh or by a Priest.
I propose the clause be amended and an additional clause added:
excerpt wrote:(6) If the office of Chief Scribe is vacant, or for the duration of discussion and voting on a motion to remove the Chief Scribe from office, the business of the Council will be administered by a designated deputy until such time that a Chief Scribe can be elected.
(7) If the designated deputy is unable to assume the responsibilities of the Chief Scribe, the business of the Council of Scribes will be administered by the Pharaoh or by a Priest designated by the Council of Priests until such time that a Chief of Scribe can be elected.
The amendment would ensure a separation of powers exists between the legislative and executive branches of government. This constitutional amendment follows a similar proposal for the Rules of the Council.

Since there is already an omnibus amendment to the Scroll of Ma'at in the works, I've taken the liberty of incorporating a variant of this amendment into that omnibus amendment draft, which can be found here.

Would the deputy serve any other task? That's what deputies usually do, but I don't want to force the Cheif Scribe to appoint a Deputy to do a certain task if they can do it themselves.

Broadly speaking legislative deputies assist in the general administration of the Council. As I live in Australia, I am assuming my timezone and that of a majority of others are drastically different. Hence, I cannot be ever present in this Chamber to oversee its efficient and timely function. It would be preferable for me to appoint a deputy(s) who can oversee the Council while I am away (sleeping).

Considering this amendment has been included in an omnibus amendment draft, I direct any future questions to that thread.
