Investiture of Legislative Power in the Council of Scribes
By Authorization of the Transitional Government of the Osiris Fraternal Order

By authorization of the Transitional Government of the Osiris Fraternal Order, and by the authority of Pharaoh Cormac Montresor-Stark, the Council of Scribes is hereby vested with legislative power. All citizens of the Osiris Fraternal Order will be enrolled in the Council of Scribes upon being admitted to citizenship. All citizens admitted to citizenship prior to this Proclamation of Investiture will have a vote in the Council of Scribes during the interim period prior to ratification of a constitution.

The Council of Scribes may, with the assent of the Pharaoh, exercise the following specific powers by simple majority vote:

• The Council of Scribes may establish rules which govern its procedures.
• The Council of Scribes may ratify a constitution for the Osiris Fraternal Order.
• The Council of Scribes may enact law for the interim period prior to ratification of a constitution.

The Council of Scribes will, in this interim period, be presided over by Chief Scribe Dalimbar. The Chief Scribe is authorized to determine legislative procedure where no established rules exist.
