Line of Succession Act

Section 1: Purpose of the Act

1. Pursuant to Section 3.8 of the State Code of Osiris, this Act of the Deshret establishes a Pharaonic line of succession beyond the Vizier for Guardians of the Atef.

Section 2: Circumstances of Succession and Other Service

1. The first available Guardian in the line of succession will serve as acting Pharaoh of the Osiris Fraternal Order in the event of a simultaneous, unscheduled absence of both the Pharaoh and the Vizier exceeding seven days.

2. The Pharaoh may select a Guardian to serve as acting Pharaoh in the event of a scheduled absence, if the office of Vizier is vacant or if the Vizier is unavailable.

3. The Guardian serving as acting Pharaoh will be vested with all powers of the Pharaoh for the duration of the Pharaoh's absence, but will not assume the in-game WA Delegacy except in the event of an emergency as certified by simple majority votes of the Atef and Hedjet of Osiris.

4. The Pharaoh may select a Guardian to serve as acting Delegate in the event of an emergency that requires the use of the Guardian's regional influence. The Guardian will serve as acting Delegate only for as long as the emergency requires.

5. In the event that the offices of Pharaoh and Vizier are both vacant, the first available Guardian in the line of succession will serve as interim Pharaoh, will be vested with all powers of the Pharaoh, and will assume the in-game WA Delegacy. A new election for Pharaoh will be conducted as soon as possible.

Section 3: Line of Succession

1. The line of succession will be determined according to WA endorsement count, in descending order from highest to lowest endorsement count.

2. In the event that two or more Guardians have the same endorsement count, their order in the line of succession will be determined according to regional influence in Osiris, in descending order from highest to lowest regional influence level in Osiris.

3. In the event that two or more Guardians have the same endorsement count and regional influence level in Osiris, their order in the line of succession will be determined by the duration of their service on the Atef, in descending order from longest to shortest continuous service on the Atef.

Section 4: Repeal of Previous Legislation

1. The Atef Succession Act is hereby repealed in its entirety.
Okay, I noticed a few things when taking a look at the Atef Succession Act:

1. It doesn't establish any of the circumstances in which Guardians should succeed the Pharaoh, which is going to make for a circus if it ever needs to happen. We need clear procedures for when Guardians succeed and how that will work. Please note that I have Guardians serving as interim Pharaoh if the offices of Pharaoh and Vizier are vacant only until an election for Pharaoh can be held, and not for the rest of the term as with the Vizier. That may be something we want to discuss.

2. The line of succession is itself flawed. Establishing the line by influence instead of endorsement count makes it entirely possible that the Guardian first in the line isn't the Guardian best positioned to immediately take the Delegacy. We need the line determined by endorsement count, with the line being determined by influence in the event of a tied endorsement count, and being further determined by continuous length of service on the Atef in the (admittedly unlikely) event that Guardians tie for both endorsements and influence.

So this proposal would deal with all of that and repeal the Atef Succession Act. Thoughts?

I really like this piece of legislation and believe it to be within the best interests of Osiris even if the situation which it is made for is rather unlikely. Full support from my end.

On a side note this could encourage them to you know... endo tart. :P

Aside from the Vizier, who is supposed to have the second most endorsements, there isn't. Each Guardian can have as many as they can get, up to their endorsement cap.

I can't really find an issue with this bill and would gladly sign it.

I'll note as just an update on the Atef's endorsement status that all current members of the Atef, as well as the Vizier, are within 10 endorsements of their endorsement cap. To break it down more, Vizier Ikand is currently sitting at 79 with an 80 cap, Guardian Jesus Whale is sitting at 70 with a 70 cap, Guardian Revert is sitting at 64 with a 70 cap, and Guardian Zaolat is sitting at a 61 with a 70 endorsement cap. Looking at the statistics of it, Jesus Whale and Ikand both actively tart to stay at cap. Revert has tarted slightly less than that, while Zaolat has done very little tarting in general. This isn't an issue with the current Atef cap, but once I raise it due to my own endorsement count rising, I will make sure to stress heavily to the Atef that they are to tart given that it's part of their job.

To answer Rachel's question in the way I perceive the answer for it to be, there isn't a process and I don't really see a need to establish a process for which of the Guardians should have the most endorsements. They should all be dedicated to tarting regularly, and in the off-chance that both the Pharaoh and the Vizier become indisposed for a period long enough that a Guardian needs to take the delegacy, it makes sense to me to have the one who is the most up to date with tarting and keeping their endorsements going to take the seat as they're the one we can rely on to be secure in a World Assembly Endorsement sense. The tiebreaker based on Regional Influence works effectively for its purpose as well, as R.I is also a good general indicator of dedication on a time-based scale to the region.
