The State Code; Section 3, Clause 2. The Keeper of the Deshret will preside over the Deshret according to its procedural rules. I'd prefer to have someone else for WA Affairs just so that Ainocra's not wearing multiple hats, but it doesn't bother me enough to start a kerfuffle over it.
