Shall be amended to

[Section 5: Rights and duties of Citizens]6

Section 5
Article 2
subsection K

which reads
(k) Citizens will have the right to be members of the WA or to decline WA membership, to be secure against requirement to endorse any WA nation, to be secure against any specialized endorsement limit below the general endorsement limit, and to be secure against punishment for endorsing any WA nation which has a number of endorsements below the endorsement limit lawfully and publicly established for that nation.
Shall be amended to the following

(k) Citizens will have the right to be members of the WA or to decline WA membership, to be secure against any specialized endorsement limit below the general endorsement limit, and to be secure against punishment for endorsing any WA nation which has a number of endorsements below the endorsement limit lawfully and publicly established for that nation.

Article 5
Citizens shall be responsible for ensuring the basic well being of the Osiris Fraternal Order. As such citizens shall be obliged to perform the following duties
(a) Any citizen whose Osiran nation is a member of the WA is required to endorse the duly elected Pharaoh of the Osiris Fraternal Order. Citizens who fail to comply will be investigated by the Ministry of Justice and can at the discretion of the scribe be brought before the Pschent to explain their actions
(b) Citizens are required to maintain a minimum level of participation in the Osiris Fraternal Order. Any Citizen who has not posted to the forums for a period of 60 days
shall have their citizenship suspended until such a time as they appear before the Pschent to request reinstatement.
(c) The Pschent shall in these cases have jurisdiction to determine what if any penalties shall be applicable.

Article 6
Citizens shall have the right to petition the Pschent for redress of grievances with regards to any action undertaken by the government of the Osiris Fraternal Order.

I'm against making the State Code any longer and more complicated than it already is.

I'm also generally against requiring anyone to endorse the Pharaoh. No other GCR does this, and we've done it only once, when we knew there would likely be a war. For emergency circumstances, sure, but not during peace time.

Mandatory endorsing? Bad idea.

Why not add in a clause about mandatory endorsing during emergency situations?

That would work, say during a declared state of emergency or war or the like.
