I would like to propose a Houses of Nobility Act for your viewing and discussion.

Political Party Act
The Palace of the Deshret enacts:

PART 1 — PRELIMINARY
1 Purposes
The purposes of this Act are –
  1. to establish law relating to Political Parties in Osiris.
In outline this Act -
  1. establishes the authority of the Scribe of Culture on the registration and administration of Political Parties;
  2. provides for the registration of Political Parties;
  3. Specifies the conditions of Political Parties;
  4. sets out the requirements for the registration of Political Parties; and
  5. sets out the requirements to retain the participation of Political Parties

PART 2 — TEXT
2 Political Parties
  1. Register of Political Parties
    1. The Scribe of Culture must establish and maintain a Register of Political Parties containing a list of the political parties that are registered under this Part.
  2. Application for registration
    1. An eligible political party may apply to the Scribe to be registered if the political party had not made an application for registration within the previous 31 days that was refused by the Scribe.
    2. An application for the registration of an eligible political party must-
      1. be in writing, signed by the Founder of the political party; and
      2. set out the name of the political party; and
      3. be accompanied by a copy of the constitution (however described) of the political party; and
      4. be accompanied by a statutory declaration made by the Founder stating that at least 5 members of the political party are-
        1. Citizens; and
        2. members in accordance with the rules of the political party; and
        3. not members of another registered political party or of a political party applying for registration.
  3. Political parties not to be registered during election
    1. During the period that starts on the day of the dissolution of the entity being elected and ends on the day that election concludes.
  4. Political parties with certain names not to be registered
    The Scribe must refuse an application for the registration of a political party if, in the opinion of the Scribe, the name of the political party that the party wishes to use for the purposes of this Act-
    1. comprises more than four words;
    2. is obscene;
    3. is the name of another registered political party; or
    4. so nearly resembles the name of another registered political party that it is likely to be confused with, or mistaken for, that name.
  5. Registration
    1. If the Scribe determines that a political party that has applied for registration may be registered, the Scribe must-
      1. register the political party by entering in the Register of Political Parties-
        1. the name of the political party;
        2. the membership list of the political party
        3. the applicable logo and motto of the political party; and
        4. give written notice to the political party that the Scribe has registered the political party.
  6. De-registration of political party
    1. This section applies to a registered political party if the Scribe is satisfied on reasonable grounds that-
      1. the political party has ceased to exist (whether by amalgamation with another political party or otherwise);
      2. the political party has ceased to have at least 5 members who meet the aforementioned requirements; or
      3. the registration of the political party was obtained by fraud or misrepresentation.
    2. If this section applies to a registered political party, the Scribe must-
      1. notify the Founder or registered officer of the political party in writing on the Regional Forum and by Telegram; and
      2. publish a notice in a medium of public communication.

We do have a house system in place but I am unsure as to how it's administered.

I would suggest the scribe of culture handle it rather than the Pharaoh.

There was a House Charter, which I authored and amended. It was repealed in the middle of last year for various reasons. I would be against any new bills relating to the nobility in this area.

The House system which exists has its basis in service to the region. The honoury title of "Nomarch", and the land that comes with it was first used by myself as Pharaoh when I gave awards of service to Venico, Koth and Cormac for their work to establish the Osiris Fraternal Order. They became Nomarch Giza, Nomarch Kadesh and Nomarch Karnak respectively. At the same time, I set the precedent of each Pharaoh becoming Nomarch of their home territory and the affiliated leading house, mine being Alexandria, House Ravenclaw - which was archived at my request following my retirement from Osiris in the middle of last year.

I do not believe now that legislation is the appropriate way to handle the house system. Originally I proposed and amended my charter act because I felt that I would have the time to oversee and nurture it. That did not go to plan. The draft you are presenting appears very much like it would suit political parties, which have not been seen in Osiris as our voting blocs tend to be more informal.

As a note to the Deshret, I've got very little interest in signing Political Parties into law. Never is there a case when they don't just cause unnecessary partisanship and strife.

Houses would be fun as to say like "I am a member of the X House" but that would be voluntary and wouldnt really need a law to establish it. I believe Osiris already has something like that correct?
